Research In Industry Upgrading Of Wanjiang Demonstration Area Under The Background Of Eastern Industry Transfer

In recent years, there is a new tendency of industrial transfer arising in the process of international capital flow and industrial transfer. Considering traditional developed areas in China are losing their advantages in natural resources and labor force, they brought up a brand new concept of "changing the birds in the cage", in the meanwhile, the central and west areas strive to nurture their economic market in a more sophisticated level. In2004, as the Premier Minister Wen Jiabao raised up the concept of "Rise of the Central Region", The industrial transfer demonstration region of the city-cluster along the Yangtze River in Anhui was born. To the cities in the demonstration region, the Anhui Province and the whole country, the proposition is significant. After four years development, the demonstration area implemented considerable achievements. The Gross District Product in the demonstration area is consistently increasing, the structure of the GDP is improving, and moreover, the governments have greatly improved the technique in the traditional leading industries and nurtured a branch of new strategic emerging industries. Besides all the achievements, there are many problems raised in the whole process. The urban system in the industrial transfer demonstration region is still at the initial stage, the core cities can’t drive the industry development in the surrounding area, the phenomenon of industrial isomorphism is very universal in this region, the governments lack of planning and specific positioning when they were introducing industry-transfer programs. To solve these problems, the author thinks that the governments need to simplify the process of administrative examination and approval, and also establish creative finance, taxes and fiscal systems. To choose the right industrial development path, the governments need to integrate industries within different cities. To improve the urban system, the governments need to let the surrounding cities of the core cities develop industries which can support the industries in the core cities.
