The strength of science and technology has gradually become the competition ability;technology innovation is getting more and more attention. The construction of technology innovation platform is the inevitable development of the times. Technology innovation platforms being built are mostly on function of information dissemination, but lack of consultation and other aspects. Many studies carried out in this context are mainly one to one,one to many single issue negotiation. The defects are not only in the consultation participants,consultation forms and negotiation results evaluation and so on, but the algorithm is also a single choice of genetic algorithm. Genetic algorithm has the inherent defect of the inevitable.Therefore, to meet the greatest degree of technology transfer negotiations in reality, the built of multi issue consultation mechanism based on analysis of virtualizing transformation is not only the necessity to support the real negotiations, but also the inevitable trend and requirements of the establish of business intelligent, a good environment for the transformation in under uncertain information of the era of big data.This paper firstly introduces and analyzes the construction of technological innovation platform on the stage necessarily. Then it expatiates the built of technology innovation platform on demand. Combined with the reality of big data in this new situation, the paper analyzes the problem may appear of consultations in technological innovation platform. At the same time, it analyzes the inherent relationship between the negotiation participants and evolution mechanism of consultation using the information economics and information ecology knowledge in the new situation. On this basis, the paper puts forward a negotiation model of multi issues multilaterally. The model takes into account how to speculate that the negotiations match for the preference and concessions of an issue, likelihood and magnitude of concessions and the impact of the time when proposed the issues on the result and efficiency of consultation in circumstances of the number of participants in the consultations, quantity of issues on consultations and information are incomplete in order to achieve multilateral multi issue negotiation when participants information is uncertain.Secondly, from the angle of the contents and methods of the negotiations, this paper analyzes the negotiation algorithm from the number of issue and participants, the genetic algorithm used in most of the literatures, information uncertainty and other aspects of negotiation. This paper analyzes the scope of application and insufficiency of the existing algorithms; also it chooses the swarm algorithm whose convergence is better compared with genetic algorithm to solve the choice of initial offer and the solution of optimal solution.Then in order to optimize the algorithm in this paper, it uses the optimization method of quantum behaved particle swarm optimization algorithm, and uses interval numbers to represent the interval prediction in uncertain situation.Finally, a series of examples show that the model and algorithm proposed in this paper is feasible. The paper is verified from two aspects which are the solving of initial model and the feasibility of the idea which is the using of interval number instead of deterministic number.This paper, based on the situation of uncertain information and multi lateral as well as multi issue, analyzes the role of participant and evolution mechanism of technology innovation platform, establishes multi lateral and multi issue negotiation model in order to make technical transformation be more realistic, reference and practical. And it provides a preliminary study on the theory necessary for building more intelligent technology innovation platform.
