Iron and steel industry as the foundation of the national economy, has contributed alot to the development of China’s national economy. However, china’s steel enterprisesembody disadvantages since they have long relied on development in quantity rather thanin quality. In the recent nation “12th Five-Year Outline of the plan”, it proposes to changethe mode of economic growth and to use technological, to ensure that the raise ofenterprises’ output value is based on technological innovation rather than on originalextensive growth during the “12th Five-Year” period. The establishment of an effectivetechnological innovation system is helpful in enhancing China’s steel enterprises’competiveness within the world.With the development of economic construction, China’s large-scale iron and steelenterprises has gradually moved into international tracks, and a number of them gain alarge share in the international market. So far, many of China’s iron and steel enterprisesare determined to improve international competitiveness through technology and they aimto build on effective technological innovation system, with which to realize technologicalinnovation means within enterprises.The thesis starts from the route of over-all innovation. It begins with the ideas ofbuilding a whole framework of the technological innovation system in enterprises, then itgives a full description separately on the organization part and implementation part s of thenoval management mechanism of the enterprise’ resource. The thesis discusses themechanism which controls and optimizes the technological innovation resource of largescale steel enterprises in an innovative way. Then the thesis introduces an innovativemanagement system in which administrative managerial route and technologicalmanagerial route Co-exist, when it comes to the technological innovative management ofenterprises. After that, when it comes to the administration of the system, the thesisintroduces an innovative program with multi-innovative mechanisms and innovationproject as its core. At last, this thesis gives light on the multi-level vague comprehensiveevaluation on decision-making when it comes to the different aspects of the system, withthe purpose of improving the technological innovation ability of large scale steelenterprises, and of meeting a higher level requirement of technological innovation withinenterprises.
