New urbanization is the new central collective leadership of the major strategic options for achieving socialist modernization of strategic significance. Promote the new urbanization, we must further promote land reform, while rural homestead land transfer issue is an important part of the organization reform. Since the founding of our country has gone from peasant farmers homestead to collective ownership of all the changes, the current rural homestead owned by the rural collective economic organizations, farmers have only rural land use right, and not a free flow of rural homestead. Provisions limiting the transfer of rural homestead, homestead farmers bring their value is difficult to reflect on housing, rural land resource waste, invisible transactions difficult to regulate such difficulties. These difficulties caused by underlying causes, including land reform conservative, stakeholders obstacles, the old system inertia.
