Research On The Performance Evaluation Of Yongzhou Financial Science And Technology Special Fund Optimization

As China's economy and society continue to develop,the development of science and technology is playing a more and more important role in promoting the development of science and technology.Financial science and technology special funds are the main force to promote the development of science and technology and are the issues of great concern to the government and the general public.The performance evaluation method of special funds can effectively ensure the maximum use efficiency of financial science and technology special funds.However,there are still some problems in our country,such as low management efficiency of science and technology special funds and imperfect fund performance evaluation system.Therefore,it is urgent to carry out performance evaluation activities of financial science and technology special funds and establish a reasonable and efficient evaluation system.This paper takes the performance evaluation of Yongzhou financial science and technology special funds as the research data and object.Firstly,it makes a theoretical foundation,identifies and combs the relevant research papers of the national researchers on the performance evaluation of financial science and technology special funds,elaborates the relevant concepts,and analyzes the essence,principles and objectives of the performance evaluation of financial science and technology special funds.Secondly,taking the "13th Five-Year Plan for Science and Technology Innovation in Hunan Province" as the guiding ideology,this paper analyzes and summarizes the procedures and relevant principles of financial science and technology funds investment in Yongzhou City,Hunan Province.At the same time,it makes a quantitative analysis of the investment volume,investment direction and characteristics of financial science and technology special funds in Yongzhou City by referring to Yongzhou Statistical Yearbook.Thirdly,from two aspects of performance evaluation organization and management process and performance evaluation index system of financial science and technology special funds,the use of financial science and technology special funds in Yongzhou city was investigated,and the problems were found and the reasons for the problems were analyzed.Then,according to the actual situation of Yongzhou city,the paper adopts analytic hierarchy process,expert scoring method,questionnaire survey method and other methods to put forward optimization suggestions on organizational management process and performance evaluation index system respectively.Finally,the organizational management process before and after optimization is compared with the performance evaluation index.The optimized evaluation index is used to evaluate some randomly selected projects.The evaluation results before and after optimization are compared and analyzed and conclusions are drawn.The research in this paper is expected to provide theoretical support for improving the performance evaluation quality of Yongzhou financial science and technology special funds,promoting the development of science and technology and social progress in Yongzhou city,and putting forward referential suggestions for further improving the rational use of financial science and technology special funds.
