In recent years, with the development of trade in services, the proportion of the added value created by the service sector in GDP are also increasing, so the service trade will gradually become the focus of international competition between participating countries, even trade in services, which can be expected eventually replace the goods trade, will become the core of the international market competition. Therefore, governments will continue to develop service trade in order to increase its share in the international market. Since the import trade services enable our local companies received advanced foreign technology and management concepts, thus contributing to enhance the technical content of the service sector on the basis of digestion and absorption, accelerating service industry structure upgrading, so the role of import trade in service in economic development can not be ignored.In order to understand the technology levels and the path of structure changes of China’s import service trade, and the influencing factors of technical complexity of import in service trade, Firstly, combined with the previous research methods of goods trade and export trade, proposing the measurement methods of technical level of service trade, particularly the import side, and using 2000-2013 import and export data of 36 sample countries and regions, measuring out the imported technical complexity of all classified projects of the service trade and national levels. Secondly, analyzing the imported technology complexity and technical structure of China’s service trade, the results show that China imported technical complexity is continuously increasing, technical content is constantly optimizing, while the distribution of the technical structure of China’s service trade has not changed significantly, the distribution is the inverted pyramid, that is the higher technical content, the less proportion. Then, to illustrate the path of technology structure changes of China’s imports of service trade and its international position, the level of technical content and technical structure of China’s imports of service trade are compared with the world, both developed and developing countries, the results show that the technical level of China’s imports of service trade is lower than the overall average level of the world and the developed countries, compared with the developing countries, there is a slight advantage. Although the overall level of technology of services trade over the past decade has increased, but the distribution of technical structure has not changed significantly, low-end feature of technical structure of China’s service trade is still very obvious. At the same time, although the overall technical structure of developing countries is not high, but it is constantly upgrading to high-end, while the degree of optimization of the structure distribution in China continues to be surpassed by some developing countries. Also, using relevant data of China, we make an empirical analysis on the influencing factors of import technical complexity of service trade in China. The results show that, human capital levels and imports in service trade of China have a positive impact on the import technical complexity of service trade in China, while the development level of service has a negative impact on the import technical complexity of service trade in China, the level of human capital, imports of service trade and service development are conducive to optimizing the technical structure of imports of China’s service trade. Finally, according to the above theoretical and empirical analysis, combined with the development status of China’s service trade and service sectors, making relevant policy recommendations.
