In recent years, with fast-paced urbanization in China, the number and scale of cities also grow accordingly. Take good control of urban scale is beneficial to the development of scale merit of cities in order to realize sustainable development of cities. So research on the scale of cities is the basis for the development strategies on urban economy, society and population. In the first place, cities are the population concentrated areas with aggregation effects. On the basis of concentrated population it’s possible to generate economic, social and scientific aggregation effects. However, under certain social and economic development background, the population carrying capacities of cities are limited. In the process of urbanization, high concentration of the population reflects the economic prosperity, social and cultural development of the cities on the one hand, but excessive urbanization also brings about certain problems like traffic congestion, environmental pollution, increased cost of management, etc. The urban scale is in the dilemma position between restricted and expansionary. So appropriately controlling the urban scale is the key to city development. To study the relationships between urban scale and economic development for fully play of each function has great significance.This article which integrates the city size theory was intended to explore a new perspective, which was not only limited on the increase in the number of urban economy when considering the issue of optimal city size, but made more targeted on quality, to have a fully consideration from urban economy, education, health care, environment, sanitation, traffic and other factors which related with inclusive development of cities in order to give a comprehensive conclusion on rational city scale for achieving inclusive development of cities.The current study mainly includes the following seven chapters:Chapter1, Introduction. Introduced the background, the theoretical and practical significances of the selected topic. Summarized the existing research results from domestic and foreign, and brought forward my own opinions and the innovation part of this study.Chapter 2, Reasonable Urban Scale. Summarized the basic concepts of urban scale, such as the definition of city, urbanization, urban scale and the division of urban scale. Introduced the basic definition and conception of reasonable urban scale, including the theory of minimum cost, agglomeration economy and threshold effects. Theoretically analyzed the influencing factors of urban size, which was mainly divided into subjective factors and objective factors.Chapter 3, Theoretical Analysis of Urban Scale and Inclusive Economic Growth. Briefly explained the profound meaning of inclusive development, and related theories of urban aggregation effects and the scale effects. Analyzed the internal relation between urban scale and the sustainable development.Chapter 4, Evaluation Index System Building of Inclusive Economic Growth. On the selection of inclusive development index, the economic development quality had been used to measure the inclusive economic development level. Quality of economic development was not only limited to economic benefits, but also included the social benefits and ecological benefits. Typical indexes had been selected in the aspect of economy, society and ecological environment, using principal component analysis to construct the evaluation index system of the quality of economic growth, to calculate economic development quality scores of different cities.Chapter 5, Empirical Analysis of Urban Scale and Inclusive Economic Growth. Population of municipal districts had been selected as the basis of measuring urban scale. Urban spatial concentrations and fiscal expenditures had been used as control variables of the model in order to find what effects of urban population scale have on the inclusive economic growth.Chapter 6, Conclusions and Policy Recommendations. Summarized the results of the above studies, and combined with the practical situations of the characteristics and development situations of cities in China. Suggestions on urbanization policy were provided at the end for effective implementation of inclusive development.More than 70 respective prefectural-level cities in China had been selected in this article for study. Major conclusions are as follows: Indeed, under the condition of a certain limit,there is reasonable population size.3.17 million is the optimum population size by calculating. Therefore, the reasonable range for inclusive development in our country is about 3 million. Population range which is less or greater than 3 million will hinder the inclusive development of economy. Thus, coordinated urban developing strategy to moderate control of megalopolis urban scale, construct international cities, strive to develop the medium-sized cities, speed up the development of the small cities had been put forward.
