This thesis analyses natural geographical circumstances, the general situation of economy development and highway development of Shaan-xi province on the basis of plenty of internal and external information and collection on the spot, deeply studies rational scale of highway system of Shaan-xi province, the standard of the road alignment and the technique index of the embankment and the pavement .And then forecasts highway construction scale of Shaan-xi province with specific function mold of highway requirement in the light of western regions of data analysis, even highway construction scale, population and economy development all over our country. Meanwhile establishes optimum economy scale, calculates rational scale of highway system of Shaan-xi province , western regions and our country in the coming of 50 years on these ground, leads highway development of Shaan-xi province with them. Furthermore puts forward to straight line, circular curve of least radius , vertical curves of least radius, longitudinal grade , length of grade etc. alignment index and reference value of cumulative vehicle axles load conversion factor during pavement designing, and proposed value of pavement material, pavement thickness and resilience modulus of the embankment, with the help of information that many expressway builders of Shaan-xi province have exercised technology index and specification in comparison with the eastern regions in our country.
