As an important indicator of logistical growth performance, logistics industry productivity has attracted close attention of the academic research. So far, the scholars at home and abroad use a variety of methods to calculate China logistics industry productivity from different angles, trying to describe the accurate logistical economic growth mode of China. However, most of the existing literatures about logistical productivity measurement only take account of the traditional inputs such as capital, labor and logistics production elements, related taking overall consideration with energy consumption and the negative effects of environmental pollution. Global warming, the deterioration of ecological environment, the logistics industry’s mid-term and long-term programs have been focused on the environmental impact of the logistics industry. Reducing energy consumption and carbon emissions, improving logistics industry environment technical efficiency become the focus of the logistics industry development in our country.The paper has a foothold in promote coordinated development of logistics economy and resource environment. Therefore, this article is based on the input and output data about logistics industry of China’s provinces for 2004-2012, and it uses the non-radial and non-angle SBM efficiency measurement model considering the undesirable outputs to measure the logistical environmental technical efficiency of China, provinces and some regions under restrictions of resource and environment. By combing the exiting literature, the paper uses Tobit model to analyze influencing factors of the logistical environmental technical efficiency, thus discovering growth sources of logistical environmental technical efficiency and promoting logistics to coordinate the development of resource conservation, environmental protection and economic growth.The results show that the overall logistical environmental technical efficiency is low, the average efficiency has a trend of the like ’U’ curve. The difference of the logistical environmental technical efficiency in each area is obvious difference. For an empirical analysis of the factors affecting, the results showed that economic extroversion and industrial agglomeration of logistics industry to promote the efficiency of environmental technology has a significant role in promoting; Industrial structure and government pollution treatment to improve the efficiency of logistics industry environment technology has significant negative impact; Technology progress has positive influence on logistics industry to promote the efficiency of environmental technology, but the mechanism of action has yet to play.According to the empirical analysis the paper put forward optimal path of environmental technical efficiency about logistical industry. The aim is to contribute to development of logistics industry better. Mainly includes: attention to the development of logistics industry quality and efficiency oriented environment construction; Enhance the level of regional logistics coordination and linkage development; Strengthen logistics industry technology innovation ability under the restriction of resources and environment.This research brings the resources and environment factors into the efficiency assessment model, contribute to more objectively evaluate the quality of economic growth of the logistics industry in our country, also more in line with the national demands for energy conservation and emissions reduction, in theory and empirical analysis, to enhance the level of logistics development in our country and realize the logistics industry sustainable effect.
