An indemnificatory housing price is an important lever which adjusts the allocation of indemnificatory housing resources. There is an important theoretical and practical significance for promoting the efficient allocation and ensuring fair distribution of resources of indemnificatory housing.In this paper, we sort out the theory of pricing of indemnificatory housing, which include equity theory, resource allocation theory, utility theory, the theory of fiscal balance and public goods pricing theory. We also introduce the experiences and practices of indemnificatory housing pricing at home and abroad and summarize the general principles of the pricing of indemnificatory housing and three pricing models and analyze the advantages and disadvantages of different pricing models. Then we analyze the problems of protection of housing pricing and give specific recommendations to solve these problems. The conclusions are as follows:First of all, there are three modes for the pricing of protection of housing:the cost model, revenue model and market model, which consider different factors accordingly. It is important to emphasize that the basis theory of cost model pricing is fiscal balance theory, which can be explained as three levels:the balance of the whole economy and society, the balance of indemnificatory housing career, the balance of an indemnificatory housing project. Government should select the level accordingly based on the income and other characteristics of objects. Further more, there is something wrong for the pricing dislocation of indemnificatory housing. The sell type of indemnificatory housing protects the ownership of housing and sells the lower price under cost-pricing model, while public rental housing which protects the use rights determined an higher price under market pricing model. The dislocation of indemnificatory housing pricing system will result in both equity and efficiency issues. Thirdly, affordable housing pricing is formulated according to "affordable housing price management approach" which exist the problem of unclear of pricing time point, inconsistency of cost standard and an unscientific profit margin and an unreasonable pricing model. Lastly, public the cost principal of rental housing pricing are explained in different level in various regions of our country, while, market pricing models are used improperly, the formulating of rent standards according to the income classification are too extensive and lack of rental standard dynamic adjustment mechanism.For all of the problem above, it must be actively corrected accordingly. We should correct the pricing system, research the new pricing model and improve the relevant laws and regulations in order to set a reasonable price efficiently.
