Recently, the government main officials have made important instructions for the high inventory real estate. De-stocking is very essential for promote sustainable development. The key of our future work is how to establish and implement the relevant policies to reduce the vacancy rate of commercial residential building. On the other side, the moderate and low income families have difficulties in obtaining a house because the price of building increase much faster than the income. So the government use allocated low-cost indemnificatory housing to solve issues. However, the supply of indemnificatory housing can’t meet the need.So many moderate and low income families still face the problems.In order to find a balance between the oversupply of commercial residential building and the shortage of indemnificatory housing, also ease the stress, the government propose repurchasing vacant commercial residential building to act as indemnificatory housing. The conversion can encourage a rapid drawdown of unsold housing stock and optimize the allocation of social resources. Also it can stimulate the real estate market and improve the input-output ratio of land. Thus repurchasing unsold housing stock is of great social utility and significance.This paper elaborates the overall of China’s unsold commercial residential housing stock and the imbalance between supply of commercial residential housing and the demands of indemnificatory housing. Then conduct a feasibility study through theory, the national policy environment, economic, social acceptance and so on. Use the fuzzy evaluation method to evaluate the comprehensive benefits of repurchasing. The result turns to be positive. To explore the reasonable price of repurchasing, the paper improve and build a new Stackelberg differential game model to determine the game strategy space in the process of pricing of each players. And analog the development trend of price, supply and subsidies in repurchasing.Then, take the five districts in Nanchang as an example to verify the accuracy of the model.Choose various project in this five districts to make investment estimation and financial calculations, check the correctness of analog data.At last, describe the key points of the implementation of repurchasing and put forward reasonable proposals and countermeasures. The main research results are as follows:1. study the status of supply and demand of commercial residential building and indemnificatory housing, propose the pricing mechanism of the conversion, make feasibility analysis and evaluation of comprehensive benefits.2. Improve and build a new Stackelberg differential game pricing model to simulate the process of game for the repurchasing.3. Make investment estimation and financial calculations of projects and propose implementation plan, then test the accuracy of analog data.On the background of de-stocking policy, this paper select the repurchasing of vacant commercial residential building for implementation. Eventually get the pricing mechanism and provide the basis for government policy.
