These years, under-forest economy, involving under-forest planting, cultivation, relative product collecting and processing, as well as forest scenery utilization, has been developed around the country and won a great success, including increasing rural income, collective forest right system, ecological construction, and adjustment of forest industrial structure. Under-forest economy has been the breakthrough of forest economy in China over years. With the timber resource exhaustion and the worsening ecological environment, after the natural forest protection project was implemented, the original product model has been totally destroyed. Under-forest economy featuring no cutting tree, less input, faster effect, easy operation and great potential is absolutely the effective method to save the crisis and protect the forest. This article is going to investigate the status quo and existing problems of different types of under-ground economy based on the Chai He forestry bureau situation, in order to promote the forest economic development and play an active role in economic, ecological and social benefits.This paper has referred to a great number of domestic and overseas works and theoretical researches about under-forest economy. Based on the recent researches and surveys about the status quo of Chai He forestry bureau under-forest He, this paper combines the advance overseas under-forest economy development experiment, analyzes the development status quo of Chai He forestry bureau, looks for the existing problems and solutions and come up with the suggestions as followings:This paper holds the view that Chai He forestry bureau as the old brand forest industrial enterprise has been involved in economic restructure for many years, but still have little effect. The collective forest right reform plays little effect in the forest industrial productivity development. The major reason is that it is difficult to collaborate the forest right reform and forest industry development. Only if the forest right ownership problem has been solved and supporting measures have been adopted, the under-forest economy will enjoy a development with more vigor.After years of investigation, the Chai He forestry bureau under-forest economy based on its own features has built up various kinds of under-ground economic construction models. Recently, the under-forest industrial models can be divided into three types, under-forest planting, under-forest cultivating, forest scenery utilization, including forest mushroom, forest medicine, forest vegetable, forest bird, forest livestock, special cultivation, integrated tourism and so on. The mushroom model, bird model, and forest scenery utilization have formed scales and brought actual economic benefits to the local farmers. The Chai He forestry bureau owns rich resources, board industrial basis and great development potential. In the new situation, under-forest economy is the break-through and effective method to save the crisis, protect the forest and increase farmer income. After the under-forest economy has formed scale, we should follow the operation steps faithfully.In 2012, the government announced the the views of development of under-forest economy, predicting that the model forest industry theory based on forest industry sustainable development theory has become mature. On 20th December 2013, the Heilongjiang Province has issued the Heilongjiang Province under-forest economy development plan, pointing out the direction for under-forest economy development. The Chai He forestry bureau under-forest economy development industrial product structure is imbalanced with short sales path, low level of management, low marketization degree, misunderstanding of under-forest economy development, insufficient fund and so on. We should maintain the forest right reform, change the situation that forestry bureau and local government divide and rule, make a plan of under-forest economy development, expand the investment channel, work out the favorable policies, create a loose environment, construct the model logistics system for under-forest economic industry, build up the leading enterprises of under-forest product, optimize the organization of under-forest cooperation, develop science and so on in order to promote a fast, stable, sustainable development of Chai He district...
