China is a country with a large agricultural population and relatively unbalanced economic development.The development of the rural economy has affected the process of building a well-off society to a certain extent.Rural economic management plays a key role in the construction of a new countryside.In particular,the current rapid development of the rural economy,the scale of village collective funds is constantly expanding,the central government has a large number of special funds for rural areas,and manages rural collective funds,assets,and resources.The development of a rural collective economy has a direct bearing on the stability and development of the countryside and the vital interests of the broad masses.In December 2017,the Ministry of Agriculture and the Ministry of Finance and other nine ministries and commissions issued the "Notice on the Implementation of Rural Collective Assets Clearance and Verification Work",which requires that rural collective assets be fully cleared and verified,to strengthen the financial management of collective assets and prevent asset loss.Therefore,it is of great significance to study and explore the management and utilization of rural collective assets,funds and resources.This article combines the normative research method and the case research method,and at the same time uses research methods such as literature research method,experience summarization method and field investigation method.By analyzing the data of asset clearing and capital verification of 60 villages in Y town,it is found that there are collective Problems such as unregulated fund management,unregulated fixed asset management,unregulated accounting,difficult debt collection and heavy debt burden,single asset structure and low resource utilization have affected the credibility and economic development of rural grassroots organizations.This article believes that the main causes of the problem are the incomplete financial management system,the imperfect collective asset management system and the difficulty of implementation,the imperfect collective asset supervision mechanism,the chaotic grassroots financial management team,and the negligence of village-level asset resource management.This article proposes measures to improve the village-level financial management system,strengthen the construction of grass-roots financial teams,and revitalize the rural collective capital in Y town.The purpose is to ensure that the town 's rural collective funds,assets,and resources are managed,used,developed,and utilized in a The economy can develop with high quality.
