Liaoning province should vigorously develop industrial cluster of small and medium-sized enterprises to give new vitality for economy.Under the leadership of the government of Liaoning province, the development of small and medium enterprises in Liaoning province has achieved remarkable results. However a pronounced gap still exists as compared with the Guangdong province and Zhejiang province. Secondly, through the location quotient analysis of the industrial clusters of small and medium sized enterprises in Liaoning province. Thirdly, through the grey correlation analysis to the correlation degree between various financing means and the development of small and medium enterprise in Liaoning province. And the present situation of the financing of small and medium sized enterprises in Liaoning province is analyzed. Finally, on the basis of domestic and foreign investment and financing support policies for clusters of small and medium-sized enterprises and combine with the actual situation of Liaoning province, I express three suggestions: improving the attraction of the capital for clusters of small and medium-sized enterprises; perfecting the fiscal and taxation policies in the clusters of small and medium sized enterprises; optimizing financing environment of the clusters of small and medium sized enterprises.The paper discusses the present situation of the development and financing of the clusters of small and medium sized enterprises in Liaoning province. Through the comparative analysis of investment and financing policy of the clusters of small and medium sized enterprises at home and abroad, putting forward investment and financing policy of the clusters of small and medium sized enterprises for Liaoning province.
