Milk as the most close to human milk material, for people of all ages are applicable, is a very high value of nutrition; the modern dairy industry is an important pillar of the food industry. At present our country population occupies world first place, but dairy consumption is lower than the average level of the world. Milk and dairy products with high nutritional value, maintain high consumption is conducive to good health, enhance the national constitution, the dairy industry development to consumer health, dairy farming add close, enterprise synergism and agricultural industry structural adjustment and upgrade, the development of rural economy has important significance. The current food safety problems cause a serious impact on the consumer to the dairy and food industries. Consumer dairy safety risk perception in consumer buying behavior plays a crucial effect. Therefore, to strengthen consumer dairy products security risk perception research, already became an industry to develop the main task that solves urgently.In this paper, based on the consumer risk theory, cognitive theory, using comparative analysis, empirical analysis and combining research methods, Tianjin consumer dairy safety risk cognitive problem is in-depth studied. The main contents of this thesis are as follows:First of all, our country dairy products quality security mechanism is considered. Introduces the raw milk collection, circulation of dairy products and marketing channels, raw milk, dairy products quality and safety problems in the process of production, dairy products quality management mechanism, and how to resolve the dairy products quality and safety problems countermeasures. We think scattered farms has been our main farming methods, in this way the original milk productivity is low, also more unified management, we suggest the formation of scale breeding management mode; strict control of dairy processing, dairy processing enterprises should strengthen their own management, comply with the relevant specification and process; while the staff to strengthen food safety education, so that employees are fully aware of the quality of food to consumers the importance of good health.Secondly, this paper reference Tianjin statistical yearbook data, from Tianjin city population, urban and rural residents incomes, dairy production status, consumption of dairy products in Tianjin city analysis of the current status of production and consumption of dairy products. The analysis results show, the urban and rural population proportion in spite of Tianjin city has been greatly improved, but the rural population and the proportion is relatively high; while the farmer income is rising stage by stage, but with the income of urban residents is still a large gap; Tianjin City dairy produce crop production in the past 10 years to achieve volume bouncing type development, but in the last three years, dairy production around 700000 tons annually presents the steady wave form; Tianjin City dairy products consumption and the world average level there is a big gap between rural and urban, Tianjin City dairy consumption compared to also have a big gap; continue to execute and strengthen "3 farming policy" concerned policy, add the farmer close put in first place of work, and actively expand the employment of rural labor force; to increase the national dairy enterprises to give aid to strength, government and financial department execute tilt policy, lending support to the dairy enterprises, to give farmers feed supply funds to support. Increase the technical inputs, speed up research to rapid detection of dairy products quality, thereby improving the quality of dairy products; expand domestic demand; vigorously promote the dairy products related knowledge, enhance the public’s dairy consumption confidenceFinally, using the data obtained from field survey, safety cognition, trust source, risk communication and consumer personal basic information on four aspects:influence of Tianjin city consumer dairy safety risk cognition analyzes factors. Study finds, Tianjin city consumers believe that the current dairy products security situation is not optimistic; production operators to take on social responsibility strengthen self-discipline; allow consumers to have more right to know; establishment of dairy products electronic information tracking system; strengthening the government supervision...
