Population aging is a common issue around the world today. Under the background of social and economic transformation, family supporting function increasingly recession, old-age problems has become a serious social problem that would affect the development of our country. For the past few years, China's old-age service system construction developed rapidly. The facilities and services are greatly increased. However, the imbalance between supply and demand is becoming a new problem, urban elderly service demand still can't be fully satisfied.Public-Private Partnerships, as a kind of important means of reform of public service in recent years, has been proved an effective form in practice. Based on the opinion, the author attempted to investigate the optimum path of China's old-age service system and guarantee mechanism, from the point of view of the Public-Private Partnerships.The thesis is divided into three parts. The first part mainly clarified the basis connotation of welfare pluralism, new public management and Public-Private Partnerships. In the light of above conclusion, the author illustrated the Public-Private Partnerships to supply services for the elderly is an application of welfare pluralism and new public management in policy practice.The second part analyzed the background, present situation, problems and the reasons of China's old-age service system construction from the macro level, discussed the necessity and realistic urgency of the old-age service system optimization, and based on an investigation of the current situation of the Chengdu city providing micro support.The third part studied the policies and practice of old-age service system reform of Japan, Singapore, Taiwan area, to learned experience from international practice. The author also introduced the typical cases of Public-Private Partnerships supply old-age service, analyzed its operation mechanism, as to testify Public-Private Partnerships real optimize the old-age service supply, then proposed the possible optimization path of china's urban old-age service system and the safeguard mechanism.
