With the rapid development of China’s economy and the connection with the world more and more closely, FDI also developed with a rapid speed. FDI inflows continue to create a new record in various regions, China become the country who absorb FDI in the highest level in the developing country for 11 years. According to relevant data, in 2013 our country attract FDI to reach 116.6 billion dollar, since 1985, to maintain a 15.7% annual compound growth rate. The rapid development of FDI in China has caused a wide range of research on FDI. Many scholars believe that the entry of FDI can not only increase the capital accumulation, promote China’s employment, but also can promote the demand of intermediate products and products, and promote the development of China’s economy. At the same time, through competition, human capital flow, imitation and other mechanisms, give a indirect promotion of China’s own technological level of progress, then improve the international competitiveness of our country. But there are also some scholars believe that the "market for technology" strategy not seen so glamorous as we can see, because in their study found that FDI technology spillover effect is not obvious. On the contrast, it brings the inhibitory effect on the development of technology. They believe that for the reason that FDI’s entry into the competition, bring some industries into a serious monopolistic situation, occupy the local business market and thus inhibit the development of local enterprises, while the region to take preferential policies to attract foreign investment, but foreign did not imagine a high level of technology, so thus caused a waste of resources. On the basis of their different opinion, scholars have carried out a new round of research on the threshold of FDI technology spillover effect in our country, and the different influence factors are incorporated into the model, using different data and test methods to test whether there is a threshold effect on the absorption of foreign technology in China. The influencing factors include economic development level, the level of infrastructure, the degree of opening to the outside world, human capital and so on.Every coin have two sides, so is FDI. We see FDI to promote the development of our country, but also ought see the bad side of FDI, we need to research all sides of FDI, so as to better serve the socialist modernization. Based on the current academic research on FDI, this paper makes an empirical analysis of the spillover effects and threshold effects of FDI in China. In this paper, first we make a brief introduction to the research on FDI (first chapter), and then analyze the spillover effect of FDI technology and the threshold effect (second chapter). Finally, we analyze the spillover effects and the threshold effect of FDI based on these studies. In the fourth chapter, we use the country data to establish the VAR model to carry out empirical analysis, and find that the entry of FDI can not promote the improvement of science and technology in the high level technology field, but at the low level of scientific and technological innovation, the development of science and technology innovation of FDI has a significant role in promoting. So we can draw the conclusion that the entry of FDI is not the result of the development of high level technology.Based on the empirical research of VAR model, this paper analyzes the spillover effect of FDI technology based on the provincial panel data in the fifth chapter. The results of the final results are the same with the country data analysis. On the basis of verifying the existence of FDI spillover effect, the threshold level of absorptive capacity in China is studied by using panel data model. On the basis of previous studies, this paper introduces the 5 factors affecting regional infrastructure construction, regional human capital level, regional economic development level, regional economic openness, regional financial development degree, and Innovativly introduce the impact factor (the rate of G7 country FDI) to test the threshold level. It is found that the degree of financial development is not a factor that can not be a threshold factor, which is not the same as a lot of research results, while other 5 factors have the threshold effect. And the rate of G7 country FDI, regional economic development level is the most difficult threshold to cross. This paper uses country data and provincial panel data to study the spillover effect of FDI in two levels, uses the method of comparison analysis to verify the current status of FDI’s impact on China. Therefore, the last article in the sixth chapter will be for the results of empirical research, from different perspectives to put forward policy recommendations, these policy recommendations may improve the ability to absorp the high level of technical, so as to enhance the advantage of FDI to improve our science and technology...
