With the rapid development of information technology, mobile Internet, Internet of things, cloud computing and big data as a representative of the information industry rapid rise, in meet the demand of people changing at the same time, also further stimulate the emergence of new demand. Information and Communication Technology is the ICT for short, which is a product of the Information industry to take off, in the Information explosion today, is the unprecedented challenges and breakthroughs. At present China’s ICT statistical work is still in the exploratory stage, there is no specific ICT statistics theory support, the lack of a comprehensive system of ICT industry. ICT industry classification is an important branch of ICT statistical study and formulate a complete set of the ICT industry classification system is very necessary. But there is no unified standard for the ICT industry classification at home and abroad, the information industry research has yet to mature. So building a set of classification system can be used in the international comparison of ICT industry is the joint efforts of the world’s goal. Many foreign organizations have set up independent information categories. The classification system of the international comparison information industry is established. And our country is currently used in 2004 to develop the "statistics on the classification of information related industries Interim Provisions" has not been updated so far. In the category settings and information industry covers a wide range of differences. With the continuous development of the industry information process, and the continuous replacement of the classification system, the comparability of our country and the international information industry classification is getting weaker and weaker. Therefore, it is necessary to create an ICT industry classification system which is in line with international standards and to meet the economic development of our country.Currently, the international comparison of several mainstream authoritative information industry classification system are:International Standard Industrial Classification System (ISIC), the North American Industry Classification System (NAICS), Australia and New Zealand Industry Classification System (ANZSIC) and the Organization for Economic Co-operation and Development (OECD). In addition, the US Department of Commerce, the American Information Industry Association and the European Union in the international community also have a strong influence.In this paper, respectively, from foreign and domestic two levels of classification of information industry, gathered a large number of documents, discussed the international standard definition and evolution of several major information industry classification system, and the corresponding evaluation; learn from the experience at home and abroad mainstream information related industrial classification, suggestions for improvement of China’s Information Industry Classification System, and to develop ICT industry classification standards in line with China’s national conditions and can be used for international comparisons. The new classification criteria defined in the original break "Interim Provisions on the division of statistical information related industries," the code and concept, using a version of the 2011 "National Economic Industry Classification" define the number and departments to enhance the timeliness of the classification system; drawing on the experience of international information industry classification system to improve the comparability of the classification system. In the preparation of new information industry classification standards, this study proposes the following four points to amend the proposal:First, abandoned 2002 industry classification coding and department definition, use the 2011 edition of the national economy industry classification coding way, to reset information industry classification and coding;Second, reference to the experience of ISIC Rev.4, NAICS and ANZSIC, set up independent information industry department to set up independent department I (information and communication), and to adjust original I department, the original R85 (press and publication industry), R86 (radio, television, and film and television recording industry) to adjust to this category, and will be excluded from the category "library, archives", so as to adapt to the needs of China’s national conditions, and to enhance the international comparability;Third, based on the experience of the OECD, in order to adapt to the needs of the development of information economy at present stage in China, in the ICT industry classification to retain information and communication technology, manufacturing and trade;Fourth, draw lessons from NAICS every five years experience with update information industry classification, regularly updated classification of information industry in China, and China’s ICT industry classification can timely reflect updates fast, fast development of information industry.
