The poor area is not to be ignored in China’s economic and social development, is fully completed in key areas and difficult area of well-off society, to eliminate poverty and achieve common prosperity has been the common goal of human development. Science and technology is the first productivity, in the development of agriculture and rural economy, science and technology plays a vital role. Sichuan Province as the strategy of developing the western region of the bridgehead, the problem of poverty is particularly prominent, and it is typical and representative. Via investigating and exploring the Sichuan poor areas of agricultural science and technology service and poverty alleviation, strengthening science and technology in driving role in anti-poverty, the result of our country and realization of poverty-stricken areas to fight poverty to build a well-off society in an all-round way has an important theoretical reference and practical examples.In this paper, in the perspective of social capital, the theories of development economics, institutional economics, organizational behavior, technology diffusion, public goods theory and other related knowledge, using literature retrieval method, investigation method of the questionnaire, logistic regression analysis, combined with the characteristics of social capital in poor areas of Sichuan Province, destitute, trying to from the perspective of social capital for new technology the low efficiency of agricultural technology promotion, contiguous poor areas with low rate of system analysis, and then discusses the problems and the innovation path selection in poor areas contiguous to the agricultural extension system, to provide theoretical support for the reform of agricultural science and technology service system in poor areas, to increase poverty in poor areas of science and technology.First of all, this paper introduced the research progress on the research background significance and relevant literature, summarized the related views and achievement at home and abroad, and makes a brief review of the. Then, in this paper the social capital, agricultural technology extension based on the theory of knowledge, in-depth investigation of social capital of Sichuan Province, the contiguous poor areas, the questionnaire of household and agricultural extension workers based on Logisitic, using the two element regression method and the social capital theory to analyze the farmers’ demand and new technology adoption, social capital promotion of agricultural technology efficiency factors of impoverished area. Finally, according to the above research and analysis, put forward to improve the level of social capital in poor areas, poor areas to enhance technical demand.In this paper, the research results are as follows:(1) the level of social capital in poor areas is not high, there is a difference in structural social capital, village cadres are ordinary farmers have better social network; cognitive social capital is insufficient, the heterogeneity of the lack of social trust. (2) Household age, level of education and technical training, participate in cooperation organization, social public are decisive factors affecting farmers to improved technology, fertilizer, pest control technology requirements; gender is an important factor affecting farmers on fertilizer, pest control technology requirements, but not important factors of seed technology demand whether poor; agricultural management and categories are the important factors to influence the farmers to improved technology, and technology needs, demand for pest control technology has a great effect; area of production and operation are important factors to influence farmers’ demand for the prevention and control of plant diseases and insect pests of seed technology, but did not affect the number of labor and technology; and the number of migrant workers, the proportion of household income influence factors of farmers are not so obvious in three different attributes of technical requirements. (3) the farmer’s age, educational level, family income and whether farmers to learn agricultural technology has no significant impact on family labor force, whether it is the village cadres, whether poor households and farmer technology adoption willingness were recognized by the government in 1%,5% and 10% level, the influence was significant. (4) the adoption of the level of social capital indirectly reflect the poor area farmers get agricultural technology and agricultural new technology will, farmer’s social network size, mutual assistance, mutual, neighborhood and village trust of farmers’ adoption of new technology will significantly influence.The congenital lack of social capital in poverty-stricken areas and enable farmers access to agricultural technology, new technology demand is low. The government and society should give more policy and financial support, poor areas of innovation to the poor as the main orientation of agricultural technology popularization system. On the above theory and empirical research results and analysis, this paper improve the level of social capital in poor areas, the increase of farmers demand power new technology are proposed. (1) to strengthen the construction of peasant household the heterogeneity of social network, improve the farmer’s cultural level and quality of science and technology, build system of social norms, poor areas to improve the poor areas of peasant household social capital. (2) to increase the popularity of farmers in agricultural science and technology knowledge, accelerate the construction of cooperation organization, encourage farmers to join cooperation organization, of women farmers demand for agricultural new technology, improve farmers in poverty-stricken areas of new technology needs motivation and the ability.
