China's water resources is relatively poor,and the per capita share is scarce.The shortage of water resources not only aggravates the frangibility of ecological environment,but also restricts the development of agriculture.China has a large proportion of agricultural water,which is about 70% of total water consumption in the whole society.Among them,irrigation water accounts for more than 90% of agricultural water,but the effective utilization coefficient of irrigation water is only 0.536 in 2015.There is not only a shortage of water,but also a waste of water.In order to alleviate the pressure of agricultural water usage and insure the sustainable development of water resource,agricultural water saving technology must be adopted.Gansu Province is located in the arid area of northwest China,where is drought and has very little rainfall.The water resource is extremely scarce.The economic level of Gansu Province is low,and which highly dependents on agriculture development.To promote agricultural water-saving technology adopotion in Gansu province can not only relieve the local water usage pressure,but also increase the income of farmers and improve the living standards of local people.Based on the assumption of "rational man",This paper chooses Gansu Provinces as a study area,focusing on agricultural water-saving technology,Using logistic model fitting a sample of 285 farmers' water-saving behavior of five cities in Gansu Province,in-depth study of various factors which affecting farmers using water-saving technology.Firstly,we put forward the theoretical analysis framework by combing the relevant literature at home and abroad and learning the corresponding theoretical knowledge.On the one hand,we analyzed the reasons for the emergence and spread of water-saving technology through the theory of Agricultural Technology Induce Theory.On the other hand,based on the hypothesis of "rational economic man",we disgussed the behavior of farmers by rational choice theory and collective action theory,and studied the farmers' adoption of water saving technology by the marginal analysis method and the household production function.Secondly,according to the statistical data,we studied the natural conditions and water-saving development in Gansu Province.In terms of natural conditions,we mainly studied the natural conditions,agricultural development and water resources conditions in Gansu province.This paper also studied the degree of water saving technology adopotion and the problems in the utilization of water resources.Thirdly,through the questionnaire and the actual investigation,we obtained the research data.In the empirical analysis,the factors which affect the adoption of water-saving technologies are divided into five parts: The individual characteristics of farmers,household production characteristics,the characteristics of the national policy system,the characteristics of water resources and farmers' technical cognitive characteristics.In the processing of data,we found that there is a great correlation between the variables in the household production characteristics.Therefore,the factor analysis method is used to reduce the variables in the household production characteristics,and several main factors are obtained.Put the factors and other variables into the logistic regression,then get the results.Finally,through the analysis of the regression results,we put forward the conclusions and the corresponding policy recommendations.The results show that: the development of water saving technology in Gansu province is relatively backward,the amount of different water saving technology adopotion is different,the training of water saving technology is weak,and the farmers are lack of correct understanding of water saving technology.The regression results show that: income factor,plant factor,government subsidies of water-saving technology,water-saving technology demonstration village,the degree of water shortage,water price,knowledge of water saving technology has significant impact on the adoption of farmers' water-saving technologies.Based on the conclusions,this paper puts forward the following policy recommendations: Guide farmers to plant suitable economic crops,Accelerate land transfer and promote the scale of operation,Improve the technical training mechanism for farmers,Increase government support and establish a reasonable water price adjustment mechanism.
