Study On Fiscal Expenditure Performance And Influence Factors Based On The Collaborative Development Of Beijing-Tianjin-Hebei

With the deepening of the reform of tax-sharing system, governmental financial resources are keeping growing, as well as the financial autonomy. The improvement of fiscal expenditure performance has become the core issue of governmental financial management. In the context of the coordinated development in Beijing-Tianjin-Hebei area, the study on fiscal expenditure performance in Beijing-Tianjin-Hebei regional can help to improve the efficiency of fiscal expenditure and optimize the allocation of financial funds on one hand, and can help to narrow the gap between different areas and achieve a long-term development in Beijing-Tianjin-Hebei area on the other hand. Therefore, establishing proper evaluation indices and systems and utilizing that to evaluate fiscal expenditure performance is significant to the efficiency of financial management and the coordinated development in Beijing-Tianjin-Hebei regional.On the basis of analysing the current situation of fiscal expenditure in Beijing-Tianjin-Hebei regional, and researching the relevant studies, this paper choose the DEA-Tobit model, combine with PCA and DEA, add some new indices such as economic relations and ecological environment. Using these methods to make a comprehensive evaluation on fiscal expenditure performance in Beijing-Tianjin-Hebei regional and to explore its incentives. In this article, the fiscal expenditure performance is divided into three categories based on the data of 2013, namely, infrastructure, social livelihood and ecological environment. Firstly, using PCA to calculate three specific value, and secondly using DEA method to analyze the crste, vrste and scale scores of fiscal expenditure performance in Beijing-Tianjin-Hebei regional. Finally using Tobit model to filter out the factors that influenced the fiscal expenditure performance in Beijing-Tianjin-Hebei regional.Result of the research shows that the internal scale and structure of the fiscal expenditure performance in Beijing-Tianjin-Hebei regional are imbalance. Beijing and Tianjin has huge fiscal expenditure and appropriate structure. From the point of output of fiscal expenditure,13 cities in this area have their advantages and disadvantages in infrastructure, social livelihood and ecological environment respectively. Shijiazhuang, Xingtai, Baoding got the highest score on general technical efficiency; Zhangjiakou, Chengde are low ranked on general technical efficiency. The main factors that influenced the fiscal expenditure performance are the scale of population, the economic location and the scale of government facilities. To improve the fiscal expenditure performance in Beijing-Tianjin-Hebei regional, we should take these factors into consideration:drafting regional policies, improving the lateral transfer payment, clearing cities’positions, emphasizing the quality of fiscal expenditure, strengthening the administration of ecological environment.
