Investment in infrastructure construction is a subject of continuous attention. Under the background of current economic transformation, the investment problem faces with new structure adjustments. The Four trillion investment in 2008 has begun to highlight some of the negative effects now. We have known that the investment decision-making has long-term effect on economic growth. This article is in line with the current economic hot spots and has a practical significance. Agricultural economic growth is one of the most important aspects of the problem of "agriculture, rural areas and farmers". This article finds that agricultural water conservancy facilities and agricultural economic growth has a close relation, promoting agricultural water conservancy infrastructure to drive economic growth. At the same time it needs speeding up the agricultural economic growth to back-feeding agriculture water conservancy infrastructure. Realize the benign interaction, ultimately drive the development of rural areas and promote the agricultural modernization construction. It is conducive to narrow the gap between urban and rural, increase farmers’income, solve the problems of "agriculture, rural areas and farmers".This paper introduces the historical development of Chinese agricultural water conservancy infrastructure construction process. It can be divided into three stages:the germination period, the growth period and the mature period. The issues include investment subject single, investment insufficiency and the quality and efficiency of investment is not high in investment; the problems include small irrigation water conservancy facilities reconstruction is insufficiency and the distribution of water conservancy is concentrated in building process.Based on empirical analysis, this article estimates the two long-term equilibrium relationship of non-stationary variables and a dynamic two-way relationship in a short time through the cointegration test. On the basis of limited distribution lag model, it builds the corresponding error correction model, the corresponding specific cointegration equation and error correction equation. The results shows:Firstly, the relationship of agricultural product and agricultural water conservancy infrastructure investment is long-tern stable cointegration. Secondly, there is a two-way relationship. If the gross agricultural production ahead of agricultural water conservancy infrastructure investment, agricultural GDP tends to be lower; If agricultural water conservancy infrastructure investment lags behind agricultural GDP, water conservancy investment has been raising.The article puts forward the path of water conservancy infrastructure to agricultural economic growth:reduce agriculture disaster area, increase the effective irrigation area, improve the efficiency of agricultural production and increase agricultural economic structure. Firstly, this article carries on the qualitative description, then use the empirical model to analyze and verify the path.Finally, combined with the above problems, it puts forward the suggestions. Social capital should be encouraged to enter into agricultural water conservancy infrastructure investment. Then property right reform and establishing the system of responsibility are necessary. It should unite farmers to rebuild small irrigation and water conservancy infrastructure and reasonably plan various water conservancy project construction. We should strengthen support for poor areas in the process of construction, narrow the gap between regions.
