The Study On State-owned Assets Management System Reform Of Chinese Natural Monopoly Industry

Many significant policies had been put forward since the Third Plenary Session of the 18 th Central Committee of the Communist Party of China. To promote the reform of natural monopoly industry, we must focus on separating government functions from those of enterprises, investment, and franchise, government regulation.This policy demonstrates our government’s determination to push forward reform of natural monopoly industry. Since the beginning of the reform and opening in 1978,the State Council has made and promulgated several reform schemes of natural monopoly industry. Management system reform of our country’s natural monopoly industry has entered a crucial point, when some issues hidden behind it should be taken seriously. In the meantime, improving state-owned assets management system of natural monopoly industry is one of the core issues of the system reform of natural monopoly industry, which is related to the layout adjustment of the natural industry’s state-owned assets. Therefore, it has become an urgent task to deepen the reform of natural monopoly industry by exploring an effective mode of state-owned assets supervision of natural monopoly industry.This paper makes it clear about the basic position, classification and characteristic of natural monopoly industry, elaborates economy mechanisms of market structure formation and practice of state-owned assets management system reform of our natural monopoly industries. Then, it analyzes several severe problems,concluding integration of government administration with enterprise, lack of administrative institution of natural monopoly industry’s state-owned properties,single property rights, imperfection of corporate governance structure and so on.Meanwhile, we must draw on the reform experience of the railroad industry in German, the U.S. power industry and telecom industry in Japan. From the view of themechanism design, this paper presents the main framework and measurements of management mode reform of Chinese natural monopoly industry. The trends and the future reform direction is, on the back of classified State-owned Enterprises reform,taking the particularity of natural monopoly industry in consideration, boosting separation between government and enterprises.In the meantime, according to the degree of separation between government and enterprises, we should promote classified and phased reform whose final objectives is separating productive assets from non-profit state-owned assets and affirm that productive assets are under SAC’s supervision.
