After 20 years of development, increasing the number of area of our country, constantly optimize the space layout, function area will continue to improve and expand, in leading the growth of the regional economy, opening to the outside world, system innovation, production integration of the city development plays a important role, the polarization effect, gradually revealed.On the west coast of Qingdao new objective is:1, helping to promote the construction of Qingdao West Coast District function, enhance its in the Northeast Asia area radiation impetus and regional leading role, promote the overall development of the regional economy in Shandong Province.2, it is helpful to the adjustment of urban spatial structure and the promotion of urban function in Qingdao, and to realize the strategic mission of Qingdao. Therefore, the significance of this research is very significant, on the one hand, it can enrich the theory and methods of the National New District, on the other hand, it can provide the experience for the similar area in China.. The article is divided into six chapters, the main contents of each chapter are summarized as follows:The first chapter is the introduction part. Firstly, the purpose and significance of the study of the national new district are expounded. The research method of this study were introduced, and constructs the research technology roadmap. Finally, the related concept of the national district and theory review, summarize the characteristics and motive factors of the development of the new country.In the second chapter, the State Council has approved the 17 national level new development stage division, described the new development orientation, carried on the summary to the district development status and characteristics, summed up the three characteristics of the new development:feature space. The eastern coastal open for inter country and Western to accelerate the pace of development, northeast sustainable revitalization; feature of the condition of development, area based on urban centrality intensity is higher, radiation and driving function is strong; the characteristics of economic development.In the third chapter, from the successful experience of Pudong New Area, Tianjin Binhai New Area Development and on new development positioning, preferential policies, industrial development, of the development of the new path and space structure analysis, and found that the problems existing in the process of the development of the new.Chapter four first from three aspects, national, Shandong, Qingdao discusses the the significance of the construction of the new West Coast, and then analyze the advantages and challenges facing the development of the West Coast District, then a comprehensive evaluation of new development support conditions.
