Research On Selection And Cultivation Measures Of Leading Industry In Qingdao Shibei District

The development of regional economy is usually accompanied by the optimization and upgrading of industrial structure. The economic development of a country or a region largely depends on its industrial structure is reasonable or not. However, the optimization of industrial structure has been bounded together with the selection and cultivation of leading industry. Research on the leading industry is one of important contents for Chinese and foreign economists. The selection and cultivation of leading industries correctly could upgrade economic structure and promote economic development, it works by driving the related industrial growth through the diffusion effect of leading industry for a country or a region. At the end of 2012, the administrative division of Qingdao was carried out. The new Shibei Distrct combines the original Shibei District and the former Sifang District. The issues which are selection and cultivation of leading industries are put forward to be solved urgently. The contents of the paper are follows:First of all, this paper introduces the background, purpose and significance, and describes this article mentality and its content framework on the basis of the domestic and foreign regional leading industry theory. And it also discusses the concept, characteristics and functions of leading industry. Secondly this paper introduces the aspects of economic development and industrial structure. And it determines the selection principles and the analysis method of Shibei District. Then the empirical analysis is carried out to distinguish the present leading industries of Shibei District in the way of exploiting Shift-Share analysis model. The leading industries are selected, which are Wholesale and Retail Trade Industry and For-profit Service Industry. Thirdly the chapter introduces the present development issues in particular. And then it focuses on four cases of cultivating leading industries, including the developed countries America and Japan and domestic developed regions Tianhe District and Futian District. At the end of the paper it establishes the government-led system called three-in-one leading industry cultivation system, which is composed of local government, industry sectors, and agency institutions. Finally it concentrates on safeguard measures based on the studies above, in order to provide references for the cultivation of leading industries in Shibei District.Overall, the paper has three conclusions. Firstly, wholesale and retail industry sector and For-profit service industry sector play leading roles among all the industry sectors of Shibei District. The conclusion is drawn by Shift-Share Analysis model on the basis of studies above. Secondly, the paper establishes a government-led cultivation system to develop leading industries. Thirdly the paper puts forward suggestions to provide references for cultivation of leading industries and optimization of industry structures.
