The Evaluation Of The Circular Economy Development Level Of China’s Coal Listed Companies

The “thirteen five” plan clearly put forward the concept of green economy development, including circular economy and low carbon economy. As resource-based enterprises, coal listing corporation has an high energy consumption and high pollution emissions, it should adhere to the development of circular economy concept, promoting the coordinated development of economy and environment. At present, the listing corporation has made some achievements in the development of the circular economy, but how to evaluate the development level of circular economy, there is no index system, only establish a scientific evaluation index system of circular economy and evaluate the listing corporation’s circular economy development level, identify its problems, correct the direction of development, and provide the basis for scientific decision-making of listing Corporation.Based on the relevant research and the theory of circular economy concept, combined with the enterprise’s own characteristics and the advice of experts, building evaluation index system of recycling economy in coal enterprises that contains 4 guidelines and 23 indicators. Using Delphi and hierarchy analysis process to determine weight and use efficacy coefficient method the index is dimensionless, and construct an development evaluation model of circular economy in coal enterprises. This based on China coal industry listed company for research sample, measuring on its cycle economic development level, and has an deep analysis on measuring results. China’s listed companies cycle economic development level is still low, it also exists series of problems, such as resources consumption and abandoned resources of recycling utilization is low, especially in environmental protection, the problems is still highlight. Through evaluation can guide the practice of circular economy in coal companies, it also has advantages on listed company’s management restructuring of circulating economy development plan can help companies determin the development focus, meanwhile, it also against the coal industry management department according to the results analysis and coordination factors that influence the development of enterprises, developing coal industry management policies and measures.Based on the problems of the listed companies in the process of developing circular economy in coal analysis, and the new normal development of listed companies under the present economic difficulties, proposing policy recommendations from three levels of enterprise, industry and government to promote circular economy development of coal enterprises. As enterprises should strengthen the comprehensive utilization of resources and reduce waste emissions, it also need to strengthen technology development. Industry should actively develop clean energy and upgrad the industrial structure, at the same time it also should strengthen the sense of social responsibility and protect the environment; the Government should establish and improve the relevant laws and regulations, actively promoting the concept of circular economy and continuously promote the development of circular economy.
