The Research Of The Farm Machinery Financing Lease Application In Agricultural Production Mode Transformation

"Three rural issues(which are the agriculture, rural areas and farmers)" have been the great important livelihood issues for the CCP and the country. To solve the "three rural issues" is most concerned livelihood policy. Either it is the 18 th CPC National Congress or the No.1 document in recent years, which promotes to resolve the problem in agriculture,rural areas and farmers. The essence of the "Three rural issues" is the transformation of the agricultural issue, namely the transition from traditional agriculture to modern agriculture.The transformation process has two aspects: one is technological advances, other is the progress in management organization. With the purpose of achieving transiting, the key is to achieve large-scale production, improve the degree of concentration of land. Because only achieve large-scale production, in order to better application of advanced technology and efficient organizational management, which is in order to achieve the transformation of agricultural production successfully, thus improve the efficiency of agricultural production,rural economic development and people’s living standards. Under the impetus of the policy,there have appeared a number of main body of new agriculture production, including family farmers, agricultural cooperatives, and other farming, during the purpose of their agricultural production, they require a lot of agricultural, large-scale agricultural equipment are generally expensive, it is a huge expenditure for farmers, at the same time the income of rural areas are slender and instable. The traditional financing way has a higher threshold and the limited amount of financing and other reasons, which is unable to provide adequate financial support, financial leasing as a financial tool innovation can well meet the financing needs of rural areas.Data show that the number of sized farm machinery soared year after year. In 2020,the comprehensive agricultural mechanization level is expected to reach 65%, the agricultural finance leasing market shares will reach one hundred billion RMB or more,therefore, China’s agricultural machinery financial leasing market has a widely prospects of development. But China’s agricultural machinery financial leasing started late, it develops immature. There are still problems in many respects, such as the relevant legal system is imperfect and poor oversight, little government support, lack of awareness of financial leasing, leasing enterprise management level low, the lack of talent and so forth. These problems seriously hindered the development of agricultural machinery financial leasing industry. In some developed countries, such as the United States and Japan,the agricultural machinery financing lease develops ripely and the governments of these countries adopt a series of measures actively,such as fiscal subsidy,tax incentives,credit support and insurance policy.Therefore,the government plays a vital role in the development of theagricultural machinery financial leasing industry.The experience of these countries is worth our reference. In addition, the agricultural machinery financial leasing industry of our country develops unevenly.Some areas in China, such as Heilongjiang, Xinjiang, Wuhan and other places have a rapid development in agricultural finance leasing business, in addition to the inherent advantages of these regions, these provinces has fulfilled in support of policy aspect, model innovation very well.The development experience in these areas is also worth promotion nationwide.This article describes the meaning and significance of agricultural finance leasing to the transformation in agricultural production, comparative analysis of the difference between the traditional financing and modern financial leasing, introduces the features and advantages of financial leasing, and the current situation and weakness of financial leasing and agricultural machinery leasing industry, through access to information on the parties to analyze the US, Japan and other developed countries, whose ripe experience of farm financial leasing industry. Some areas in China, such as Heilongjiang, Xinjiang, Wuhan,their experience in agricultural financial leasing business will be analyzed detailed in this s paper. It will be learned and promoted for the good aspect, and will be discussed and search a solution for the problems and weakness, which could provide experience for the other regions. At last, we put forward countermeasures development of agricultural finance leasing industry and exploration of agricultural finance leasing in PPP mode.Believe that through the efforts of the parties, the agricultural machinery financing lease can achieve better and faster development, so as to boost the transformation of agriculture.
