Petroleum and chemical industry (referred to as the "petrochemical industry") is important for Chinese economy but causes serious environmental problems. In order to achieve the goal of energy conservation and emissions reduction and the sustainable development, it is important to promote the development of petrochemical industry in the direction of resource conservation and environment friendly. Cleaner production (CP) deals with environmental problems at source. In 1980s, the EEC established the demonstration project of CP of seven industries which include petrochemical industry. In this research, first, the status quo of CP and CP of Chinese petrochemical industry are reviewed by lots of literature reading; and from the view of spatial and temporal variation, using geographic information system as the platform, the existing characteristics of CP implementation in China, including regional change, time evolution and industrial differences and so on, are statistically revealed based on regional geographical analysis. Then in view of the spatial-temporal distribution of petrochemical industry, using PEST, SWOT and AHP analysis method to analyze regional characteristics, including strengths, weaknesses, opportunities and threats of development of CP of petrochemical industry in east China from the political,economic, social, cultural and technological aspects, and weight for each factor. As concluded, disadvantages should be improved for promoting the further development of CP of petrochemical industry in east China. At last, according to regional characteristics of east China, some suggestions are put forward.
