As global warming problem increasingly prominent, which mainly caused by the emissions of greenhouse gases, such as carbon dioxide, it is more and more obvious that environment restricts the economic development. After reform and opening up, economy achieves rapid growth, but our country faces the problem of energy waste and environmental pollution, especially after entering the new normal, economy energy inventory constraint and ecological deficit limited economic development more prominence. In the western region of China, there has abundant resources, but economic development lags behind, industrial "three highs" problems and the pollution of the environment problem are more obvious. How to realize the "three win" : the economic growth, energy waste reduction and environmental protection, low carbon economy development is the best and inevitably choice, because it can realize the sustainable development by economic transformation in the western region.Using the method of non-parametric frontier, based on low carbon economy SBM model, treating carbon dioxide as undesirable output of negative externalities, this paper respectively measures the total factor energy efficiency in western region of China during 1995-2013 under carbon emissions constraints and without carbon emissions constraints, the results shows that the total factor energy efficiency in western C hina without carbon emissions constraints is overvalued. Then, the paper analyzes the situation and causes of energy conservation and emissions reduction in the western regions of C hina and respectively analyzes the specific circumstances of the longitudinal and transverse potential of energy conservation and emissions reduction in the western region under the framework of a low-carbon economy,meanwhile find the key energy conservation and emissions reduction provinces. Finally, this paper empirically analyzes the influencing factors of the potential of energy conservation and emissions reduction in the western region of China by using method of Tobit model respectively. The results show that various factors have different influencing direction and degree on the potential of the energy conservation and emissions reduction: the technological progress, government intervention could improve the potential of the energy conservation and emissions reduction, but the foreign direct investment, the industrial structure have significant negative effect upon the potential of energy conservation and emissions reduction, and the energy consumption structure has no significant impact on the emissions reduction potential, but it has negative impact on the energy conservation potential.
