The fifth plenary session of the 18th Central Committee of the Communist Party of China formulated hard targets and tasks for poverty alleviation work. That is, more than 70 million people should completely throw off the name of "poor households" so that solve the regional poverty. This poverty people, mostly distribute in remote mountainous areas. The final poverty tasks fall on the poverty-stricken counties and its own villages and towns and they must complete it unconditionally. Guyang county of Inner Mongolia, used to be a poverty-stricken county, which was one of the 592 state-level counties. Under the efforts of all levels of government and social, Guyang county finally out of the national poverty in 2011.And it was brought into the ranks of key of the national poverty alleviation. Aiming to throw off the name of "poor county" in 2017.
