Research On The Development Of Circular Economy In Anhui Province Under The Target Oriented Ecological Province

Circular Economy, meaning material circulation economy, is the product of certain level of economic development. Characterized by low investment, high utilization and low emission, recycling economy is to achieve high efficiency of using resources and low emmission of waste with minimum investment. As a new strategy of economic development, circular economy fundamentally changes the traditional linear model of economic growth, reduces waste emissions and improves resource utilization which is more conducive to further eliminate the long-time shift conflict between environment and development and make the sustainable developmen of overall economy come true. In the grim situation of today’s resource shortage and environmental degradation, recycling economy is the best economic development model.As a central province possessing comparatively rich resources, Anhui province implements extensive development in recent years resulting in a large consumption of resources, environmental pollution and serious ecological destruction which is not avail to achieving the goal of building ecological province. Therefore, circular economy with the orientation of efficient recycling of resources is the only way to achieve the sustainable development among provincial economic, social and environment. Development of circular economy in Anhui Province also has unique advantages and economic and social infrastructure. On the basis of previous researches, combined with the ecological construction background and the actual situation of regional economic development in Anhui Province, this thesis makes an objective analysis of the development status of the provincial circular economy, makes a comprehensive evaluation of the development level by building a circular economy index system, and promotes constructive suggestions for the development of circular economy in Anhui province with ecological oriented.The whole thesis consists of four parts with the first part containing the first chapter and the second chapter. The first chapter introduces the background, significance and research method of this thesis and provides document basis for further studying the circular economy development of Anhui Province by related researches, models and methods of literature review at home and abroad. The second chapter introduces the basic theory of circular economy development, stresses the importance of developing circular economy with ecological oriented and provides a theoretical basis for circular economy development. The second part comprising the chapter three, it elaborates the basic advantages, the devement status and development practices of circular economy development in Anhui Province and comprehensively analyzes the development model of circular economy in our province based on the pilot projects. The third part consisting of chapter four, it builds a best fit of circular economy evaluation index system for Anhui Province by its previous evaluation and actual development and makes an analysis of the reasons for the discrepancy by the use of DEA-Malmquist index method for the evaluation of different development levels in many cities of the province. The fourth part consists of chapter five, conclusion and outlook. On the basis of previous research, this thesis makes suggestions to accelerate the development of recycling economy with ecological province goal-oriented and concludes the whole study to provide reference for the further development of circular economy in our province.
