Shaanxi Province Circular Economy Evaluation Body

As the global climate warming, the further deterioration of environmental conditions, environmental problems have become increasingly attracted the concern of countries in the world. For the sake of our own home, countries try to work together hand in hand, draw up in line with national development "energy-saving emission reduction" program, and make efforts to improve the corresponding series of measures. Circular economy has shown an important part of sustainable development, so is popular in more and more countries around the world, and have gradually formed a kind of development model and gradually becoming to an important way to coordinate the development of economic, social, resources and environment. The performance evaluation of circular economy development level is appeared, which realized the practical effects on the circular economy of quantitative and is certainly helpful to the improvement of the theory of circular economy. Shaanxi Province has done a series of work in the cycle of economic development, the evaluation of which can be future-oriented decision-making for the further development.In this paper, based on the theory of circular economy, based on the results, try to build a regional evaluation index system of circular economy in drawing on domestic and foreign scholars in the relevant research, which contains a target layer, four criteria layer and 18 layers of indicators. Criteria layer includes resource utilization criteria layer, layer of environmental protection standards, economic growth criterion level and social development criteria layer. The 18 index layer indicators were selected from the relevant aspects of four criteria layer. Do the empirical analysis of the level of cycle of economic development in Shaanxi Province after the corresponding evaluation model was constructed. The statistical data on the development of circular were collected from 2004 to 2008, AHP is selected to assignment the weight of the criteria of layer system. Use principal component analysis to analysis the indicators-layer of each index score, and finally get the comprehensive evaluation score by the Linear weighted sum method to calculate the composite score of cycle of economic development in Shaanxi Province. The results showed that the level of cycle of economic development in Shaanxi Province has gradually increased and showing improving trends,but the environmental conditions can not be optimistic, certain measures need to be taken.Paper made a number of common-sense policy recommendations according to the results of the analysis at the end.
