Research Of Construction Of Ecological Province In Shandong Based On Circular Economy

Enters a new century, there are three major tendencies strengthen day by day, which are the economical globalization, the new technological revolution, and the strategic readjustment of economic structure. Society product and life style is undergoing profound changes,and the contradiction of environment and development is also growing sharply. It is now recognized that the environment is the important foundation of economic and social development. And circular economy and sustainable development has become a consensus among all countries. China began in 1999 with the construction of ecological province practice. The ecological province construction, which is a vast engineering system, is the only way to achieve sustainable development.Shandong Province which has unique natural and cultural resources has started construction of ecological province from 2003, initially formed the mode of Shandong special features. The paper analyzed the circular economy and ecological province construction in the background, theoretical foundation and the natural and economic conditions in Shandong, and conducted a preliminary summary progress in the construction of ecological province. Then the paper analyzed the comparative advantages of Shandong and the constraints and causes, including population pressure, the relative shortage of resources, serious environmental pollution, the extensive growth mode and the imperfect support system. On the foundation of drawing lessons from the foreign and domestic experience in building ecological province, this paper focused on the conception, goals, principles, priorities and suggestions to the construction of Shandong ecological province from the perspective of circular economy. At last, the paper proposed a security system of Shandong ecological province based on circular economy. There is certain reference value to the construction in Shandong ecological province.
