As a new financial instrument, finance leasing originated in the United States in 1952. Gradually it becomes the primary instrument as commercial bank credit and capital market in economically developed countries for many advantages like optimizing financial structure and improving our financial market, etc. China’s finance leasing emerged in the 1980s, after banking industry has been approved to engage in the finance leasing business, it developed in rapid development. In recent years, finance leasing has been growing strong. Meanwhile China’s finance leasing project risk problem is series, especially, the project risk evaluation index construction lags behind business total. For that reason, the paper study at the problem of the financial lease project risk evaluation by finance leasing project risk evaluation index construction, to enhance financial lease project risk evaluation mechanism and improve the level of financial leasing project risk management.Therefore, the paper bases on the theory of information asymmetry, analyzes the risks of China’s finance leasing project and the risks generation mechanism of lessee, supplier and leaser by literature summarizing. The paper established an "credit information+ leasehold" index system for finance leasing project risk evaluation by AHP, and the paper also analyzes typical cases about the fields of risk identification, risk measure, risk control. As a result the paper proposes some strategies about improving financial leasing project risk management.The main conclusions of this dissertation:Firstly, the factors which influences financial leasing project risks are credit risk, leasehold risk, other risks (market risk, operational risk, legal risk and policy risk). The paper propose finance leasing project "credit information+ leasehold" risk evaluation index system construction on the basis on the finance leasing project risk theoretical analysis, and the principle of "credit information+ leasehold" risk evaluation index system is lessee’s credit as the core, leasehold risk as the key, balancing of various risks and dynamic adjustment.Secondly, the paper describes the application flow program for finance leasing project "credit information+ leasehold" risk evaluation index system by case analysis method. By the contrastive analysis of two typical cases, we can draw a conclusion that leaser makes the difficult strategies in the difficult risk-oriented environment (lessee’s credit risk-oriented, lessee’s credit risk-oriented and leasehold risk-oriented). And it infers that leaser makes financial leasing project risk management types, methods, priorities and strategies by the result of risk comprehensive assessment and risk-oriented of credit or leasehold risk.
