Comments On Forest Ecological Benefit Compensation Policy For Related Parties

Forest is the main body of terrestrial ecosystem, but forest managers can not sell the ecological environment service to others through the market, which leads to the shortage of forest resources. In order to solve this problem, the forest ecological benefit compensation mechanism is widely adopted in the world by the non market method. In order to improve the service supply of the ecological environment of forest resources,the fund system for forest ecological effect of the central government was formally established in 2004, and by the end of 2013, ecological public-welfare forest in Fujian province had reached 42.94 million mu, among which 22.114 million mu belongs to national level. Currently, provincial and national compensation fund for ecological public-welfare forest per mu in Fujian are 17 RMB. This policy in Fujian Province does profoundly protect forest, and the compensation system does achieve corresponding results. However, differences between various regions of geology, development and ecological awareness do exist. And conflicts between the interests of different parties are also increasingly prominent in the process of rapid development. This paper is aimed to analyze the evaluation of the policy based on the stakeholder theory, and work out the difference of the interests of the stakeholders in the forest ecological benefit compensation, and to provide the theoretical support and the direct suggestion for the improvement of the policy.This study is divided into six parts. The first part is an introduction, mainly introducing the background and significance of the topic, literature review, as well as the research goals, research objects and methods and technologies applied. The second, on the basis of analyzing the theory and function mechanism of stakeholders, the main stakeholders and their interests demand of forest ecological benefit compensation policy are analyzed in detail. The third analyzes the objectives and the basic content of the forest ecological benefit compensation policy, as well as the use of forest ecological benefit compensation fund in Fujian province and its accomplishments. The fourth, through the way of questionnaire investigation, a collection of forestry management department, the village collective and farmers and rangers of evaluation, the paper analyzes and discusses the evaluation results of different stakeholders in the forest ecological benefit compensation policy in Fujian province. The fifth is about the comparative analysis of the provincial forest ecological benefit compensation policy. The sixth is to offer the basic conclusion though the analysis above, and the practical policy after referring to relevant theoretical knowledge.
