The Non-timber Forest Products Of Forest Ecological Benefit Compensation Pricing Research

In spite that China's existing forest resources protection policy name is ecological benefit compensation, the essence is an economic compensation based on the cost of the management. If full consideration to the theoretical fundament, pricing model and influential factor of compensatory pricing in terms of forests'ecological benefit are not given, it would be unable to safeguard forest region residents'needs, or unable to protect forest resources. The paper aims to build an operable market mechanism of forest ecological benefit compensation pricing nethod which is suitable for various property rights and multi roles, it can realize the scientific nature of compensation standard and compensation mode, improve China's forest ecological benefit compensation pricing laws and regulations, and achieve sustainable forest management.This paper bases on the theory of sustainable forest management, forest ecological benefit compensation pricing related theory, utility value theory and cost-benefit theory, analysis the forest ecological benefit compensation pricing problem in the aspect of compensation targets, reasons and methods. Accordingly, this paper systematically discuss two pricing compensation foreign policies and their corresponding performance, pricing models and evaluation approaches as well as influential factors of foreign under the instruction of utility value and cost utility theory, and talks about the comprehensive theory of utility value and cost benefit for the forest ecological benefit compensation pricing principle and model, On the basis of summarizing the compensation pricing experience, combining the theory of utility value and cost benefit, giving full consideration to the need of residents' willing to accept and the supply of non-forest products benefits, This paper constructs the forest ecological benefit compensation pricing model including non-timber forest products value, to satisfy the needs of the reasonable pricing flexibility to determine the compensation standard. Finally, this paper suggests that the government need to develop the market mechanism of forest ecological benefit compensation policy, pay attention to the development of non-timber forest products market and give full play to the market in resource allocation function of forest ecological benefit compensation price to ensure the effective use of market mechanism for compensation. The innovation is that given reasonable quantifiable compensation model, and emphasis non-timber forest products earnings will help ease the financial burden, so as to improve the current situation of forest ecological benefit compensation of pricing.
