Research About Governmental Management On The Development Of City Leisure In Wenzhou

Scientific and technological progress provides people with more and more leisure time since the industrial revolution. Leisure activities flourish in our country thus a leisure time is coming. With the economic development and the social progress, leisure is now becoming an indispensable part of people’s life. It is one of the most important functions of the government to develop its leisure industry and construct leisure city. The research on city leisure is still at the initial stage in China, lack of the study on the functions of the government.This paper illustrates the concepts such as leisure, leisure city and city leisure system. On this basis, this paper analyzes the current situation of Wenzhou city leisure development, including the development of leisure industry, Wenzhou’s infrastructure and the residents’ leisure concept and consumption patterns. Further more, this paper also analyzes the challenges the government facing in Wenzhou city leisure development.With literature investigation and field study, this paper suggests that the government need changeable ideas and the way of management and operation to construct service-oriented government. In order to restructure government administration to build a distinctive, humanized, ecological and harmonious city, this paper also suggests that the government needs renovation concept on leisure city construction. The major contents in this paper are:(1) This paper suggests that the government and civil servants need renovation concept on leisure city construction and construct service-oriented government with new public service theory.(2) This paper proves that it is necessary to set up management organization for leisure city construction. It also puts forward an approach of administration reform for leisure city construction.(3) This paper suggests the government need to make a scientific layout of its development, optimize decision-making mechanism, and establish guarantee mechanism for leisure city construction.
