The Research Of The Fiscal Policy About Narrowing Income Gap Between Urban And Rural Areas Of Shandong Province

In recent years, benefited from the continuous development of economy, and the government of shandong province developed various policies,People’s living standard and income rises continuously.But while increasing farmers’ income realized "ten erlian fast" in2015,Policies are mainly for city residents.Then there is a gap between the income of urban and rural residents.And that reduces the people’s happiness.In 2014, urban per capita disposable income of shandong province is 29222 yuan, and Rural per capita cash income is 11882 yuan. The ratio of urban and rural residents income gap is 2.46:1.The good news is that the income gap between urban and rural areas in shandong province is reducing over the last two years.Although the national attaches great importance to the problems of urban and rural income distribution, and the income gap between urban and rural areas in recent years also have reduced to some extent,but compared with developed countries gap is still large.That is not only restrict the economy coordinated development between urban and rural areas in shandong, also affects building the well-off society.Fiscal policy Should play a role in narrow the gap between the income of urban and rural residents.So it is important to explore feasible policies from the aspects of theory and practice.So this paper tries to analysis Shandong province how to deal with the income gap between urban and rural residents,and carries on the empirical analysis,finds out reasons,then find out the countermeasures.This paper content mainly includes three parts.The first part is introduction,that introduces the research background and significance of this article.and inducts and makes the conclusion the research results of scholars both at home and abroad.and expounds the research contents, methods and innovations.The second part is chapter 2, that is analyzing the theories,including Wagner tax theory,James meade fiscal adjustment theory, pigou’s welfare economics theory,and kuznets theory of "inverted U curve",and concepts of urban and rural residents income gap.The third part is the chapter 3 to 6. the main content of the Chapter 3 is that Fiscal policy and the relationship between urban and rural residents income gap has carried on the empirical analysis. The main content of Chapter 4 is thestatus of the income gap of urban and rural residents in shandong province and financial reasons.The main content of Chapter 5 is expounding the practice of domestic typical provinces,and explain how to close the gap of shandong.The main content of Chapter 6 is that according to the result of chapter 3 and chapter 5,and combined with the present situation of shandong province are proposed from several aspects about tax levels,fiscal expenditure, social security.The fourth part is the chapter 7,the content of this article expounds were summarized and the conclusion.
