A Study On The Fiscal Policy Of Income Gap Between Urban And Rural Residents In Shanxi Province

The gap between urban and rural resident income has attracted controversy and attention from all sector of society for a long time.In recent years,although Shanxi province in the period of economic transform,in order to promote the economic development,the government put forward all kinds of positive policy to keep its economic growing and resident income and living standard are stable with a slight rise.However,the gap between urban and rural income of Shanxi province is getting widening,and economic development will be restrain for that factor.If the welfare income included in the measurement range of urban resident,the gap would be bigger.Expect statistical caliber change influence on the gap,it is encouraging to find that the gap turning point began to appear and had a narrowing trend.However,compared with developed countries and our economy developed province,the gap of Shanxi province is remains large.The gap seriously restricts the coordinated economic development between urban and rural in Shanxi,and at the same time hinder the transformation of economy.It is not only lead to insufficient effective demand,restricting economic development,but also have a negative effect on society.Therefore,it is necessary to research income policy to reduce the gap and to come true the goal of getting reach together.Throughout the domestic and foreign,fiscal policy is treat as advantageous tools to adjust the gap.Thus,it has fundamental social value and significance to research fiscal policy of adjust income gap in theoretical direction and realistic practice.Firstly,I had collect many domestic and foreign literature.And according to the theory of fiscal policy to narrow the gap between urban-rural income and financial revenue-expenditure data of Shanxi province,I put forward to the cause of the gap between urban and rural resident income problem.In terms of financial expenditure reasons are as follows: the imperfect social security,fiscal expenditure not enough,the structure of education expenditure irrational and so on;in terms of revenue as follows: individual income tax,consumption tax,property taxes on the distribution effect is not effective;financial management system to be improved.Then set up a data model with reduce income gap between urban and rural factors do regression analysis.And refer to adjustment measures of foreign about the gap between urban-rural income,I make some objective and feasible suggestion to reduce the gap.The innovation of this paper is to find out the concrete and feasible solutions to the problem of rural-urban income disparity in Shanxi province through the analysis of universality and induce,and propose measures to increase the income ways of peasants.Firstly,formulating concessional terms for use of barren hills and wastelands;Secondly,Promote the transfer of rural land,the rational allocation of scarce resources;Thirdly,formulating the reform rules of "three blocks" in rural areas of Shanxi province;Fourth,promoting take targeted measures to help people lift themselves out of poverty projects;Fifth,setting up the PPP model for agriculture projects.These policy can significantly increase the income of rural residents,and directly reduce the income gap between urban and rural residents.
