The Operation Mechanism And The Operation Effect Of Farmland Trust Organizations

Farmland trust is of great significance to ensuring the food security, developing modern agriculture and improving the living standards of peasants. However, an important prerequisite for the farmland trust model to be popularized is that the farmland trust organization runs properly. Therefore, the study of the operating mechanism and operating results of the farmland trust organization has great significance theoretically and practically.With regard to the study of the operating mechanism, the socialistic economy, system and culture with Chinese characteristics were fully considered and the research findings of farmland trust were extensively drawn from related fields. This paper adopted a method which combines the macro analysis and the micro analysis and unifies the field research with the reviewing of literature. In this paper, the analysis and discussion of the operating mechanism of the farmland trust organization was presented from four aspects: the formation mechanism, the maintenance mechanism, the security mechanism and the variation mechanism. Among which, the formation mechanism acts as the prerequisite of the operating mechanism, the maintenance mechanism as the core, the security mechanism as the important condition and the variation mechanism as the end of it. The variation mechanism is a negative mechanism while the other three mechanisms are positive ones.All these four mechanisms interact with each other and integrate into a whole, jointly promoting the proper operation of the farmland trust organization.The study of the operating results of land trust organizations was based on the research findings of farmland trust organizations extensively drawn from previous research.The present study selected some trust organizations in Zouping, Wenshang and Jiaxiang in where the farmland trust organization have already developed into a rather mature stage.Interviews, questionnaire and some other methods were adopted here and the operating data of these organizations were collected and analyzed. Since there are mainly three forms of organization(the farmer specialized cooperatives, the supply and marketing cooperatives and the family farm), this research selected one representative organization from each typeof organization form and assessed their operation costs, income and profits and also compared the operating characteristics and the operating results.The operating mechanism of the farmland trust organization is more complete and the profit they make is much bigger. Furthermore, the farmland trust organization meets the practical needs of peasants in a better way. On one hand, farmland trust tackles the problems faced by peasants. On the other hand, the farmland trust organizations make bigger profits and also increase the income of the peasants. Meanwhile it needs to be mentioned that during the process of popularizing the farmland trust model, the specific conditions should be taken into consideration so as to choose the appropriate model.Besides, there are still some problems to be worked out by the government in the aspects of law, policy and risk prevention.
