The textile industry is a long historical traditional craft in China, and the textile and garment industry is not only the traditional industries of Xinjiang, but also shows the good used of the natural resources, the strong industrial base, the large future improvement, the long chain extension, and the labor-intensive feature. The most important content of the building the Silk Road Economic Belt Core Area is developing the industries of the textile and garment. It also improves the prominent characteristics of industry developing textile and garment industry, optimizes the economic structure of Xinjiang, increases the opportunity of jobs and the emploment, accelerate the new model of the urbanization process. It shows the important significance of the long-term social stability promotion. Xinjiang Production and Construction Corps is an important quality cotton-producing areas, which access rich cotton resources, has a good corps textile industry base, basis for the Corps Textile Industry, the percentage of the production capacity accounted for more than 50 percent of the total production capacity in Xinjiang. However, the Corps Textile Industry get into the trough in recent years, Xinjiang Fang ting Weaving & Knitting Co., Ltd. (Fang ting Co.), a state-owned limited liability company under controlled by the No.12 DHQ of Corps, is the Medium-sized state-owned specialized Weaving and knitting company which good at cotton spinning, weaving, dyeing, clothing. And it is the only survived knitted garment enterprises from the Corps which has achieved the most important contributions for the local knitwear industry. However, Fang ting Co. has also shows the difficulty of production management, a decline of production, a decrease in exports, losses on the revenue with other textile companies in Xinjiang because of the negative economical environmental impact of domestic textile enterprises in past two years.Consider Fang ting Co. as an example, according to the article of the domestic and foreign enterprises strategic theory literature analysis, analyzed and combined with the current situation of the company, and the model of the management; researched the internal and external competitive environment of the Fang ting Co. base on the "Michael Porter five forces model" and "SWOT analysis"; based on the use of quantitative strategic planning matrix analysis (QSPM) to select the appropriate company’s development strategy then put forward specific development strategy recommendations, discussed the safeguard measures of the strategic program to clear the strategy objectives for the future development of the Fang ting company, in order to improve the competitiveness of enterprises, strength the competitive advantage, encourage the marketing competition, achieve the sustainability.The paper’s conclusion of this essay has certain significance for the textile industry development. The conclusions of the research have certain references and guidance for the competition with domestic and foreign Textile productions for other different textile enterprises in Xinjiang, especially for the long-term strategic development of textile enterprises Corps decision.
