Research On Budget Management Of Public Finance Expenditure In D Town

Currently,The budget management of public finance expenditure is the crucial work of the government budget management in D town. It is the important tool to make government perform the fiscal function and realize the intend of local residents.So far,The promulgation of the new budget law has been more than one year. It is accelerating the process of local fiscal budget management reform in China.For D town,enhancing the level of the budget management of public finance expenditure can help D town set up perfect budget system that dominated by the public finance budget,and accelerate to achieve the aim of open and transparent budget law of full-caliber.The management control of the fiscal expenditure has long been the core of the financial problem. Scientific budget management of public finance expenditure can help D town balance allocation of public finance,optimize the structure of fiscal expenditure,constrain the government behavior,and provide local residents with efficient public products and services. The research has theoretical and practical meaning.First,the article states the relevant various research background about the same theme.Second,This paper uses comparative analysis method to compare public finance expenditure budget data between D town and P county in resent 5 years,and finds problems from specific budget management process of D town,such as preparation,compilation, enforcement,supervision and evaluation.Third,this thesis analyzes internal data of fiscal budget in D town in detail through the historical data method.It seeks causes of problems from each link of budget management of public finance expenditure,from another point of view,it analyzes factors that affects the formation of the problem from budget management outside of the public finance budget.Finally,this article part takes mature experience at home and aboard,and provides countermeasures and suggestions towards corresponding factors of budget management of public finance expenditure. D town not only needs to divide and conquer problems from process of budget management of public finance expenditure,but also should promote department budget and debt financing together.
