With the accelerating ecological civilization construction process, the importance of resource and environmental issues becomes more prominent. To ease the resource dilemma has become an urgent task at this moment. However, the environmental issues have a long history and thus difficult to be solved in a short time. Therefore, in the long process of controlling environmental deterioration, the evaluation of environmental performance is needed.Based on the calculation principle of REPI, this study measured and analyzed the resource and environmental performance for five provinces in northwest of China from 2004-2013 by using REPIPP(resources environmental performance evaluation index). The REPIPP was constructed by eight environmental indicators, and each indicator was given a weight calculated by applying the projection pursuit model based on the genetic algorithm. The indicators selected are coincident with actual conditions in Northwest China, therefore, the REPIPP was considered particularly fit to the northwest regions in China as well.The main results of this dissertation are as follows:( 1) Overall, the environmental performance level of northwest China showed an upward trend from 2004-2013. The growth rate of each province, however, is significantly different from others.( 2) In crosswise, clear difference was found between the resource and environmental performance level of each province: Shaanxi > Gansu > Qinghai > Xinjiang > Ningxia.( 3) when we observe the weight of each resource and environment indicator, the importance of a same indicator differs between different provinces. In other words, the resource environmental indicators have different effects on the levels of resource and environmental performance for each province.( 4) By analyzing the change of REPIPP Index from 2004-2013 in five northwestern provinces one by one, we identified key indicators of restricting the growth of environmental performance levels in northwest regions.
