30 years of reform and opening up,in the demographic dividend and resource and environment under the support of low cost,export-oriented and investment-driven characteristics of the extensive growth model of the defects gradually revealed that the resource environment constraints forced mechanism reform,the need to change the mode of economic development New topic.This session of the government in a variety of occasions frequently elaborated "public entrepreneurship,innovation”development of new ideas,entrepreneurial economic development research to provide us with a new way to solve the problem.Therefore,the study of entrepreneurial environmental conditions as a link to economic growth and social development of the key link is particularly important.This paper aims at the analysis of the current situation of entrepreneurial environmental conditions and the suggestions for improving the conditions of entrepreneurial environment.On the basis of studying a large number of domestic and foreign literatures,this paper combs the theory of development economics and entrepreneurial environment.Based on the nine frameworks of entrepreneurial environmental conditions proposed by GEM(Global Entrepreneurship Watch),this paper constructs a five-category framework,which includes the corporate financing environment,the government support environment,the R&D environment,the business base environment and the cultural and social environment in combination with the actual national conditions and macroeconomic environment Of the environmental conditions of the evaluation index system,which contains five first-level indicators,10 secondary indicators and 16 three indicators.Based on the projection algorithm of genetic algorithm optimization,the software model was used to calculate the entrepreneur environmental condition index in 30 provinces,autonomous regions and municipalities directly under the Central Government from 2005 to 2014.The regression analysis was carried out with TEA(full entrepreneurial activity)Verify the rationality of the entrepreneurial environmental condition index.This paper analyzes the inherent rules and development characteristics of the entrepreneurial environment conditions from the perspectives of timing and spatial distribution,and analyzes the advantages and disadvantages of the entrepreneurial environmental conditions in each province,and provides a reference for improving and optimizing the entrepreneurial environmental conditions.The empirical results show that the entrepreneurial environmental conditions index of 30 provinces,autonomous regions and municipalities directly under the central government can be divided into five categories according to the degree of superiority.Among them,the environmental conditions of entrepreneurial environment include four provinces and municipalities,and Class ? includes three provinces and municipalities,Including four provinces,? class includes 15 provinces,municipalities and autonomous regions,? class 4 provinces and autonomous regions.From the classification point of view,because the entrepreneurial environmental conditions class ? occupy nearly half of our province,indicating that the overall level of entrepreneurial environmental conditions are still in the middle of low position.In the spatial distribution,the environmental conditions in the coastal areas are generally better than those in the inland areas.The environmental conditions in the eastern regions are generally better than those in the central and western regions.In the time series,the entrepreneurial environmental condition index is increasing year by year,indicating that the environmental conditions of the venture are improved year by year;In the five primary indicators of environmental conditions on the evaluation of environmental conditions,R&D transfer and education and training environment score was significantly lower,is a big start in innovation and entrepreneurship.Therefore,it is necessary to increase the relevant entrepreneurial education and training in the research and development of scientific research and development to improve the overall level of entrepreneurial environmental conditions.
