Analysis Of Policy Tools For Encouraging The Innovation Of Small And Medium Enterprises In China’s High Tech Zones

National high-tech park, referred to as "high-tech zones", also known as high-tech industrial development zone in China, is an important carrier of innovation. small and medium-sized enterprises (SMES) are an important component of the National High-tech Zone Science and Technology Park, but also the main part of technological innovation. Using technology policy tools can stimulate technological innovation of SMES active, coordinate and integrate innovation resources and elements effectively. Based on the research to high-tech park, technological innovation of SMES, and policy tools related theories, and combining the normative research and empirical research method, this paper takes Jinan High-tech Zone as an example, to research the promotion of SME innovation policy tool.Through research, the paper argues that high-tech park science and technology policy tool system can be carried out according to different standards division. Policy instruments will undergo four stages:policy formulation, policy implementation, policy evaluation, and policy adjustment or termination, and policy tools have significant effect on government leading, industry promotion and leverage.Through the study of Jinan High-tech Zone’s SMES innovation promoting policy tools, this paper extracts six policy instruments of Jinan High-tech Zone’s scientific and technological innovation promoting system, namely the platform construction, science and technology investment, personnel planning, performance incentives, taxation and financial, and innovation environment. Meanwhile this paper also does an in-depth research to high-tech park STI policy tools, and analyzes the existence problem in the development and execution process of Jinan High-tech zone’s policy tools.Finally, based on the status and issues of Jinan High-tech Zone’s SME Technology Innovation promoting policy tools, combined with other high-tech park for reference and research, this paper presents improvement suggestions to our hi-tech park’s SMES innovation promoting policy tool. This paper argues that the suggestion of hi-tech park’s SMES scientific and technological innovation promoting policy tools can plan from a scientific framework policy tool system; a wide range of policy tools implementation body; to precise support for SMES, especially high-tech SMES; to strengthen the implementation of science and technology policy instruments aspects of supervision and improve the scientific and technological innovation policy tools and evaluation system to improve and promote the further improvement and operational policy tools.The innovation lies in the national high-tech parks’SMES innovation promoting policy tool for the study, which is not yet been retrieved in the related research. Based on the basis of how to improve and enhance our high-tech Zone, this paper put forward relevant proposals to SMES STIP construction tools.The study of this subject can promote technological innovation to high-tech park’s environment, and effectively enhance the technological innovation enthusiasm and strength of SMES. Meanwhile it can also provide the system constructive criticism to hi-tech park’s SMES technological innovation promoting policy tools in the aspect of implementation, monitoring, evaluation and so on.
