Iron and steel industry is the support of a national to realize the industrialization of industry. Iron and steel industry is capital intensive, technology intensive as well as resource intensive industry. In recent years with the rapid growth of national economy, the special steel products developed a lot. Compared with common iron, the technical threshold of special steel is higher, with higher industry concentration ratio, long life, energy conservation and environmental protection of special steel material to make it more conform to the industry development direction. But due to the progress of iron and steel enterprises mergers and reorganization in our country, some Pan Gang enterprises transfer to special steel industry, a large number of special steel production line put into operation, caused by excess capacity, more competitive. Special steel enterprises not only face the intense competition, the phase shift of economic development in our country at present is facing the problems of upgrading, in order to get through the transformation and upgrading period of market competition is intense, the enterprise is not only important to grasp the opportunities brought by China’s national development strategy and economic policy, more attention should be paid to the internal organization structure adjustment and the accumulation of internal resource base, especially for special steel enterprise, to reduce costs, focus on resources development and production of high value-added products, realize the transformation and upgrading.Long as the production of special steel products for the first group, the company historical development burden is heavy, rigid company system, the internal organization hierarchy’s mad, growing competition for small and medium-sized private enterprises in recent years, under the operating condition, the brain drain is more serious. In this case, the company a new round of competition and transformation and upgrading of strategic choice and implementation is particularly important. In this paper, through the PEST model and five model at Pan Gang long external environment carries on the analysis of the company, and with the aid of EFE matrix to quantify the company’s external environment evaluation; And then to the company’s production capacity, technical ability and profit ability are analyzed and quantified by using IFE matrix of company internal resources conditions; Then use the SWOT analysis, and it is concluded that the company should be by the grand strategy matrix model production redesigned to reduce energy consumption, reduce costs, and focus on high-end products. Finally, by QSPM matrix for the company’s low cost strategy and focus strategy has carried on the quantitative comparison, finally found at this stage the company should implement the strategy of low cost competition, aiming at developing new products, increase product competitiveness, in the case of steady current market, build up our strength for the company through and develop a larger market.
