X Technology Company founded in 2013 by the listed company with well-known universities jointly set up a team of experts. The registered capital is 50 million. The company is devoted into safety of public transportation, and the main products are flexible protection network in the field of slope protection. The company failed to achieve technical services and customized products as the main business model during these two years. In order to raise the shareholders’confidence and profit, the company focuses on the manufacturing mode of the main products-flexible protection network. Passing the time of beautiful expectation and many difficulties, the products develop rapidly and turn a profit. Although some problems have been solved, the company still faces a set of uncertain issues, such as alternative operation models, high financial risk, and the development direction.This study analyzes the competition situation of the industry by PEST and Michael Porter’s Five Forces Model. The results shows that the market environment is optimism but the competition situation should pay concerned. This study adopts SWOT to discuss the strategies of future direction and position. The company finds out the overall strategy system, including mission, vision, and business models and illustrates the comprehensive operation goals.This study analyzes the strategies of SO, WO, ST, and WT, then proposes 16 development strategies by the method of SWOT-TOPSIS. The critical practice and execution plan have been defined by the internal management interviews and questionnaires using TOPSIS and 80/20 principal. This study considers the allocation of enterprise resource and the development strategies of industry environment to solve the management problems. Moreover, the findings are not only for the development of X Technology Company but also for other industries.
