In recent years, earthquake disaster causes huge losses to human beings and society, the country pay more attention to the establishment of emergency infrastructure and the improvement of emergency services system. In the emergency rescue, emergency materials distribution is an important aspect of emergency management, distributing the materials rationally and effectively will not only improve the efficiency of emergency rescue work, but also can reassure the victims, and to guarantee the success of subsequent rescue work.Based on the summary on current research, firstly, the factors which psychological sense of panic is consist like individual factors, the events and social are subdivided, three typical factors, the age structure and education background, the incident severity and the victims’ time perception, are chosen to describe the psychological sense of panic. Secondly, fuzzy clustering analysis method is applied to classify the magnitude of disaster in different affected areas, the parameter of damage coefficient is proposed, and the Panic utility function of individual quality of disaster victims is given. Meanwhile, the value function in prospect theory is used to reflect the victims’ time perception, to construct the psychological sense of panic function, and the function is related to the damage coefficient, panic effectiveness of individual qualities, psychological perception of time. A multi-objective programming which contains psychological sense of panic target, utility target with damage coefficient, and the fairness of emergency materials distribution target, is established. At last, the model is applied into a practical example and design a variable neighborhood ant colony algorithm to solve the model and to verify the availability and suitability of the model.
