Since the beginning of this century,from severe acute respiratory syndrome(SARS)in’03 to the acute respiratory infectious disease "Flu A" in ’09,people have been able to respond quickly and even predict disasters.However,in the subsequent handling of events,such as the supply and storage of drugs,and the rapid planning of the optimal route of the problem is always emerging.In January 2020,they showed a rapid response to the rapid diagnosis of the novel coronavirus,the determination of the source of infection,the mode of transmission and other issues.In the subsequent rescue process,the situation of each disaster site is different,and the material needs are naturally different.Therefore,it is very important to timely plan the optimal route according to the material needs of different disaster sites in the emergency rescue.In addition,the occurrence of emergencies is characterized by uncertainty,and the change of psychological state of the drivers who are the main distribution drivers and the victims who are in need of materials in the distribution of materials is also characterized by uncertainty,which has a great impact on the final relief effect.Therefore,considering the psychological cost factor when designing the optimization model of the distribution route of emergency materials,it may help to optimize the distribution route of emergency materials,provide reliable and effective management basis for the corresponding management departments,and have certain practical significance.This paper first introduces the research background,theory and practical significance of emergency material distribution path optimization in W City considering personnel psychological costs,and the research status of dividing emergency material distribution and post-disaster psychology.With the support of the cumulative prospect theory,ant colony algorithm,genetic algorithm and other relevant theories,the data of the July 2022 example of W city were collected and sorted out.Through the analysis,it was found that there were some problems,such as large and frequent distribution,scattered disaster sites,high distribution cost,and the psychological factors that did not involve humanity were only reflected in irrelevant data such as cost benefit.In view of this,psychological reference points of time or volume were established for different appeals of drivers and disaster victims,and with the support of cumulative prospect theory,an optimization model of emergency supplies distribution route in W city was constructed considering personnel psychological costs.Taking the classic ant colony algorithm and the time window emergency material distribution model as a comparison,the effectiveness of the constructed W city emergency material distribution path optimization model considering the psychological cost of personnel is verified,and the hybrid improved genetic algorithm is verified to obtain the advantages of fast algorithm start-up,strong convergence and global search,and the model has the advantages of real feedback on subjective psychological fluctuations of personnel,processing large-scale data,and coherence.Finally,the calculation example is substituted,and the analysis shows that the length of the route has nothing to do with the prospect value,that is,the psychological satisfaction of the victims and drivers in the distribution affects the final rescue satisfaction.Attention should be paid to the satisfaction of drivers’ needs,the important impact of distribution efficiency on disaster victims,and the guarantee of emergency supplies can be met,so that the prospect value can be optimized and the optimal route selection can be obtained.From the perspective of personnel psychological cost,this paper improves the optimal route selection after comprehensively considering psychological and disaster point factors,embodies the people-oriented and humanized emergency decision-making concept,conforms to the reality,has more realistic significance,and provides some reference for relevant emergency distribution.
