Construction Achievement Evaluation Of Green Mine In China And Empirical Study

Green Mine Construction to the efficient use of mineral resources, healthy and stable development of industry is of great significance, which is the new orientation of mining sustainable and green development under "ecological civilization" strategic background.This paper through summarizing the achievement of green mine construction in China and to propose improvement measures to its insufficients, also take typical coal mine area-Pingshuo mine area as a case to study its achievement and issues during green mine construction.Methods of data collection,systematic review,quantitative and qualitative are applied in the study, use perspectives and conceptions of macro to micro, global to local,through study the achievement, problems of green mine construction at different levels,thus to provide countermeasures and approach from perspectives of management decisions and practice implementation to various level of green mine construction respectively,finally to achieve the goal of building harmonious and green mine area.Conclusions are as follows:(1)There are three problems in China’s green mine construction according to analysis, which are lack of a unified evaluation index system, lack of strict examination&management measures and lack of multi-faceted of long-term supportive mechanism.(2)Through analyse internal and external environment of China’s green mine construction and its advantages and disadvantages on political,economic,social and technological aspects and solution to them by using model of SWOT and PEST-SWS,conclude that the key project of green mine construction is the combination of land use and mineral extraction,which can be separated into four implementation steps.(3)Based on "check method for national green mine pilot units(trial) ", combined with the characteristics of Pingshuo mine area to establish green mine construction evaluation system for open-pit with underground mining coal mine area, which is consist of five criteria layers which including premise,core,indemnification,target and support, subdivided into 30 factors rules.(4)The descending order of evaluation score among six mine is ATB,AJL,DLT,JG1,JG3 and JG2.The overall construction status which beneath the requirements of " check method to national green mine pilot units(trial) " are indicators including waste water reuse ratio, green coverage ratio and R & D investment accounted for the main income. Overall coordination of the six mines in descending order is premise, support- indemnification- core –target,indicators with divergent values mainly on criteria layers like target, core and indemnification guidelines.(5) Aiming at problems of six mine during construction of green mine, analysisthe common and otherness aspects between open-pit and underground mining,combined with criterion layer of six mines,conclude countermeasures of coordinate the construction of Pingshuo can from two aspects of reasonable arrange reclamation and strengthen sense of responsibility.
